Compensation: $100,000 - $130,000 annual base salary, plus bonus eligibility (commensurate with experience)

This is not a passive estimating role. This is a front-line leadership position that sits at the critical intersection of Estimating, Operations, and Risk.
You'll own the transition from bid award to project startup — validating assumptions, tightening scopes, surfacing risk early, and ensuring our operations teams start strong, informed, and prepared.

What You Will Do
As the Civil Operations Manager, you are the operational backbone of Alpha's Civil Division, responsible for performance, people, and profitability.
Own the Estimating-to-Operations Handoff
- Lead the estimating handoff process immediately after award or apparent low bid.
- Consolidate bid files, assumptions, clarifications, risks, and action items.
- Facilitate structured handoff meetings and distribute documented outcomes that drive accountability.
Drive Preconstruction Coordination & Early Project Setup
- Organize estimating folders and clean bid documentation for operational use.
- Identify long-lead items and coordinate early procurement strategies.
- Support buyout efforts and track early deliverables in HCSS to ensure projects are startup-ready.
Verify Scope, Cost, and Assumptions
- Validate cost codes, quantity takeoffs, major cost drivers, and production assumptions.
- Confirm subcontractor scope, allowances, and exclusions.
- Ensure HeavyJob project status and setup are accurate prior to handoff.
Manage Permitting & Early Compliance
- Identify required permits early in the process.
- Submit, track, and manage approvals through completion.
- Maintain accurate permit records within the project file.
Lead Cross-Functional Alignment
- Work closely with Estimating, Operations, Accounting, and Leadership.
- Communicate clear summaries of bid assumptions, margin risks, long-lead exposures, and early opportunities.
- Serve as a steady point of coordination during a high-risk phase of the project lifecycle.
Identify and Mitigate Risk Early
- Flag constructability, access, phasing, owner-driven, contractual, and litigation risks.
- Maintain and update risk logs through project startup.
- Coordinate with Contracts and Operations leadership when issues arise.

Experience & Background
- 7+ years of experience in preconstruction, estimating, project management, or operations within heavy civil or infrastructure construction.
- Demonstrated success supporting complex projects from bid through startup.
- Strong understanding of cost controls, production planning, and operational risk.
Skills & Competencies
- Proactive, organized, and highly detail-oriented.
- Clear, confident communicator across technical and non-technical teams.
- Collaborative leader who earns trust and alignment.
- Comfortable working across multiple projects and priorities.
- Proficient with construction management and estimating systems (HCSS experience strongly preferred).

Requirements (Conditions of Employment)

- Completion of standard pre-employment screening.
