Work Schedule (Onsite): This is a hybrid role based primarily on-site at the customer's facility, with the possibility of pre-approved remote work
Position Overview: We are seeking a highly experienced and strategic Senior Program Manager to provide comprehensive oversight for a mission-critical information management program for a key federal agency. The Senior Program Manager will be responsible for the successful execution of a complex portfolio of interconnected projects, including software development, systems administration, database modernization, and help desk operations. This individual will serve as the primary point of contact with the government, driving the program's strategic vision, ensuring alignment with organizational goals, managing resources across all technical teams, and guaranteeing the delivery of all contractual requirements in a dynamic, mission-focused environment.
This position is contingent upon the successful award of a government contract and subsequent government approval.
Requirements:
- Serve as the single point of contact for the government, leading all program-level communications and providing proactive, responsive management support
- Develop and maintain all core program plans, including the Program Management Plan (PMP) and Quality Control Plan (QCP), ensuring adherence to CMMI Level 3 and ISO standards
- Direct the full software development lifecycle (SDLC) for a suite of .NET applications, utilizing an Agile methodology to manage all sprints, backlogs, and releases
- Lead and manage a multi-disciplinary team responsible for software engineering, systems administration, database management, and help desk support
- Oversee the planning and execution of strategic technology projects, including a large-scale database migration (Oracle to SQL Server) and the integration of new system functionalities
- Act as a voting member on the government's Change Control Board (CCB), providing detailed analysis, level-of-effort estimates, and schedule impact assessments for all change requests
- Direct the program's comprehensive software testing strategy, ensuring unit, integration, regression, and user acceptance testing are performed for all releases
- Lead the system's Assessment and Authorization (A&A) process, ensuring all security documentation (e.g., SSP, PIA) is maintained and the system complies with federal security policies
- Oversee the creation and maintenance of all technical and user documentation, including system design documents, requirements specifications, a traceability matrix, and user guides
- Provide all required management reports, including monthly status reports, project plan updates, system health metrics, and detailed invoices
- Ensure all applications and services delivered are fully compliant with Section 508 accessibility standards
Required Qualifications:
- Candidate must be a United States Citizen and present proof of Citizenship, if selected
- Bachelor’s degree in Computer Science or a related field
- 10+ years of project management experience managing full lifecycle software development and maintenance for Federal Systems
- Demonstrated experience managing software development using the Agile methodology
- Proven experience developing and implementing project work plans, schedules, and procedures for complex projects
- Excellent ability to communicate orally and in writing with all levels of management, a diverse workforce, and customers
Preferred Qualifications:
- PMP or PgMP certification
- Certified Scrum Master (CSM) or similar Agile certification
- Background in Computer Science, Information Technology, or a related field (B.S. required; M.S. preferred)
- Familiarity with Federal Acquisition Regulation (FAR) and performance-based contracting
- Demonstrated experience managing programs within ISO and CMMI (Level 3 or higher) quality frameworks
- Hands-on experience with version control and project management software (e.g., Git, Jira)
- Experience supporting the Department of State
