Job Title: Grant Billing Manager (Open to Internal or External candidates)

Reports To: Director of Finance


Position Summary

The Grant Billing Manger is responsible for preparing cost reimbursement billings; tracking contribution grant expenditures; and ensuring organizational compliance with all financial, grant, and regulatory requirements applicable to nonprofit operations. This includes monitoring grant compliance, maintaining internal controls, coordinating audits, and supporting the development and implementation of policies that ensure transparency, accountability, and adherence to federal, state, and funder regulations, particularly those related to government grant funding (e.g., 2 CFR 200).


Key Responsibilities


Grant Billing

· Collaborate with Finance to ensure financial practices comply with applicable regulations and internal controls.

· Assist in the preparation and review of monthly, quarterly, and annual financial reports submitted to funders.

· Work with finance staff to ensure proper documentation and coding of grant-funded expenditures.

· Coordinate monitoring visits and audits by funders or regulatory agencies.


Grant Compliance (Federal, State, Private)

· Monitor and ensure compliance with grant agreements and regulations, including OMB Uniform Guidance (2 CFR 200).

· Develop and maintain systems to track grant reporting deadlines, allowable expenses, match requirements, and performance deliverables.

· Review grant proposals and budgets for compliance risks.

· Provide compliance training and technical assistance to program staff on grant rules and expectations.

· Support post-award grant management, including close-out procedures and documentation.


Internal Controls & Risk Management

· Assist in developing, maintaining, and updating the organization’s financial and compliance policies and procedures.

· Conduct regular internal reviews to ensure compliance with policies and identify areas for improvement.

· Recommend and help implement corrective actions as needed.


Audit & Reporting

· Serve as point of contact for external auditors, providing documentation and responses related to compliance areas.

· Support the preparation of the annual Single Audit

· Compile reports and documentation for board committees, funders, or regulators.



Requirements:QualificationsRequired:

· Bachelor's degree in Accounting, Finance, Public Administration, or related field or equivalent work experience· Minimum 3 years of experience in grant billing, nonprofit compliance, grant management, or financial oversight.· Strong working knowledge of federal grant regulations (particularly 2 CFR 200) and nonprofit accounting principles.· Experience developing or improving internal controls and compliance systems.· Excellent analytical, organizational, and communication skills.· High level of integrity, discretion, and professionalism.
