Job Description:

Located at Fort Belvoir, Virginia, The Department of the Air Force Strategy Coordination Cell (DAF SC2) Operational Assessment Cell Operations Research/Systems Analysis (ORSA) Analyst role is pivotal in designing and delivering qualitative and quantitative assessments of DAF SC2 strategic initiatives and Operations, Activities, and Investments (OAIs). The ORSA Analyst manages the assessment and evaluation of the effectiveness of DAF SC2 OAIs in order to assist decision makers in solving complex problems by producing the analysis and logical reasoning necessary to inform and underpin critical decisions.

Responsibilities:

The DAF SC2 ORSA Analyst combines operational experience with technical expertise using a wide variety of traditional and emerging analytic tools and techniques to support senior DAF leadership's data-driven decision-making to mitigate risks and deliver competitive advantage across force employment, development, and design. The ORSA Analyst is responsible for developing and applying probability models, statistical inference, simulations, optimization, data analysis, and data visualization to advance operational effectiveness.

Duties:

  • Leverage technical skills to rapidly apply tools and insights that support Warfighter lethality
  • Develop qualitative and quantitative assessment and evaluation methodologies, including project-specific measures of performance and effectiveness
  • Educate and assist project leads to define measurable project objectives and desired end-state criterion
  • Collect, prepare, and interpret relevant data sets to identify trends, patterns, and insights
  • Develop predictive models using statistical and machine learning techniques
  • Collaborate with cross-functional teams to align data-driven insights with unit objectives and to assess and evaluate the effectiveness of DAF SC2 OAIs
  • Conduct exploratory data analysis of both structured and unstructured data
  • Build and evaluate machine learning models and algorithms
  • Perform predictive modeling using statistical methods to build models that can forecast outcomes and support better planning
  • Integrate automation and artificial intelligence (AI) into DAF SC2 internal processes and OAIs to simplify and streamline tasks
  • Create visualizations translating results into clear reports, dashboards, and visualizations that make insights easy to understand
  • Communicate and collaborate closely with cross-functional teams to make sure data-driven insights are operationalized
  • Monitor progress and evaluate the effectiveness of DAF SC2 strategies, plans, and OAIs

Experience Required:

Three (3) Years minimum supporting senior headquarters positions (required); over five (5) years' experience (preferred). Combatant Command, Joint Staff, Air and/or Space Staff, Major Command and/or Field Command, staff officer/planning experience preferred.

Education:

Bachelor's degree (required) in statistics, computer science, structured analysis, engineering or mathematics (preferred). Master's degree (preferred).
Certification: Joint Qualified Officer (JQO), programming skills in common languages (R, Python, SQL), Operations Research, Systems Analysis, Data Analytics, Data Science, or equivalent experience preferred.

Clearance Required:

Applicants must be TS/SCI eligible w/CI polygraph. Currently possessing TS/SCI preferred. Preference will be given to those who have an active TS/SCI clearance. Applicants must be able to submit documentation establishing U.S. Person status upon hiring.
