Salary: $85,000 Annually

Exemption Status: Exempt

Location: Pittsburgh PA (physical office)

Summary:

The Executive Director of the WorkBridge Program oversees the daily operations of this Allegheny County Court-funded initiative, ensuring effective, compliant, and quality service delivery. This role includes hiring, training, and supervising staff; developing and implementing program policies, managing the budget; and guiding overall program performance. Working in close collaboration with Allegheny County Juvenile Probation, the Director ensures youth are connected to meaningful community service or employment opportunities to fulfill their court ordered obligations for community service hours and/or restitution. The Executive Director is responsible for upholding high program standards, maintaining PACTT affiliation and driving continuous quality improvement through SPEP participation.


Essential Functions:

  • Monitors and manages the facility’s operations to ensure policy compliance, effective supervision of clients, delivery of quality services and the implementation of schedules.
  • Supervises senior leadership team.
  • Oversees and communicates regularly and thoroughly with appropriate supervisory staff members on operational, administrative, and personnel issues within the program/facility; conduct regular staff meetings to keep staff informed of company and individual facility status and to foster an effective team environment.
  • Review utilization, retention, completion, and fiscal performance with respect to projected goals and assist with strategy to accomplish the goals; prepare administrative reports that clearly and concisely reflect the operation of the facility and resident status and distribute these reports to the appropriate internal and external parties.
  • Develop, monitor, and administer annualized fiscal budgets and goals based on corporate guidelines to ensure quality services and cost effective operations including clinical, administrative, personnel, and capital improvement areas.
  • Ensures quality and continuity of clinical services and curriculum within established parameters.
  • Establishes and maintains on-going relationships with referral agencies to assist with program recommendations for clients.
  • Develops in-depth understanding of funding issues that effect and influence referral agencies and the facilities and programs.
  • Develops and executes departmental policies in accordance with federal, state and local regulations.
  • Assures compliance with applicable licensing and regulatory agencies.
  • Updates and amends policy and procedures manual for accuracy and regulatory compliance.
  • Supervises, assists with hiring, and evaluates staff performance, develops measurable objectives for necessary improvements and implements appropriate corrective action to staff adhering to human resources policies and utilizing Human Resources when necessary.
  • Confers with local agencies (i.e. social service, community relations) to interpret the institutional programmatic activities and objectives as well as develop working relationships.
  • Assumes overall direction of the program including communication with internal management and external agencies in the absence of the Facility Director.
  • Evaluates training needs of facility for staff and coordinates training activities or programs.
  • Develops and implements training programs for new employee orientation meeting contract, state licensing, regulatory and company requirements.
  • Develops and implements on-going training meeting contract, state licensing, regulations, and company requirements.
  • Oversees the accurate written documentation of all staff training including completion records.
  • Communicates regularly and thoroughly with appropriate supervisory staff member on matters such as operational, administrative, and personnel issues within the program/facility.
  • Supports the company’s philosophy, mission and promotes the Seven Key Principles of care.
  • Demonstrates appropriate use of Safe Crisis Management techniques and skills.
  • Support and promotes the Sanctuary Model and its Commitments.

Minimum Requirements:

  • The following educational requirements are acceptable for this classification including:
  • Bachelor’s degree in a behavioral or social science field and five years of progressively responsible experience in residential and non-residential facility of which three years must be in a supervisory or managerial level; OR
  • Master’s degree in a behavioral or social science field and three years of progressively responsible experience in a residential and non-residential program of which one year experience must be in a supervisory or managerial level.

Other Qualifications:

  • At least twenty-one (21) years of age.
  • Criminal clearances (Act 33 and 34, State & child clearances, FBI).
  • Non-communicable diseases physical exam.
  • Valid driver's license from employee’s state of residence.
  • Valid registered vehicle insurance.
  • Ability to work with computers and the necessary software typically used by the department
