Under the direction of the Health Officer and Executive Director, the Community Nursing Director leads and manages the Division of Public Health Nursing. This role provides professional and administrative leadership by supervising and developing staff, ensuring compliance with state and federal guidelines, and coordinating programs and contracts that support high-quality public health services. The position also meets State Rule requirements for a licensed, experienced registered nurse to oversee and be accountable for local public health nursing practice. The Community Nursing Director guides departmental accreditation efforts and oversees Quality Improvement and Performance Management to strengthen planning, collaboration, and excellence in public health nursing throughout the community.

Supervision Received

Work under the direction of the Executive Director and Deputy Director.

Essential Duties and Responsibilities

Public Health Nursing Leadership and Division Management

  • Direct, organize, and oversee all activities of the Division of Public Health Nursing, including resource allocation, policy implementation, delegation of responsibilities, and program evaluation.
  • Monitor and ensure compliance with federal and state public health laws, rules, and regulations.
  • Plan, develop, and recommend division goals, budgets, operating standards, procedures, and policies.
  • Evaluate community health trends, assessment data, and state and federal information to guide program planning and improve access to services.
  • Guide staff in efforts that increase public understanding of the Tooele County Health Department's (TCHD) mission, programs, and community health initiatives.
  • Collaborate with county, state, and federal partners; represent the division on committees, councils, boards, and interdisciplinary working groups.

Staff Supervision and Workforce Development

  • Hire, supervise, mentor, and evaluate division staff; establish performance expectations and support staff development.
  • Ensure adherence to county HR policies; review and approve time and attendance, leave requests, schedules, mileage, training, and travel.
  • Address performance concerns, initiate corrective action when necessary, and promote a positive, collaborative workplace culture.
  • Ensure staff maintain professional competencies, licensure, and continuing education requirements.

Quality Improvement

  • Establish, lead, and support Quality Improvement (QI) teams; identify and prioritize QI projects that enhance effectiveness and efficiency.
  • Train staff in QI principles and promote a strong culture of continuous improvement.

Accreditation and Community Health Improvement

  • Assist with accreditation activities by coordinating documentation, preparing materials, and supporting site visit readiness.
  • Ensure accreditation-related reporting requirements are completed accurately and on schedule.
  • Support the development and maintenance of the Community Health Assessment (CHA), Community Health Improvement Plan (CHIP), community coalitions, and the department's annual public health report.
  • Collaborate with state partners, consultants, and relevant agencies that contribute to accreditation work.

Emergency Planning and Response (Supportive Function)

  • Support emergency planning by assisting with hazard and risk assessments in collaboration with county emergency management partners.
  • Assist in identifying public health roles in local response structures and support TCHD's responsibilities under Emergency Support Function #8.
  • Support drills, exercises, and preparedness activities as needed.
  • Ensure staff maintain required FEMA/ICS training.
  • Supervise epidemiologic investigations and provide support for monitoring disease trends.

Minimum Qualifications

Education & Experience

  • Required: Bachelor of Science in Nursing (BSN)
    • Preferred: Master's degree in nursing, Public Health, Emergency Management, Health Administration, or a related field.
  • Current Utah RN license is in good standing.
  • Four or more years of progressively responsible public health, nursing leadership, planning, or related experience.

Special Requirements

  • Valid Utah driver's license and ability to travel as needed.
  • May require participation in occasional after-hours meetings or emergency response activities.
