Job DescriptionHands-On Clinical Leader | Systems Builder | Compliance-Driven | Core Agency–Experienced Clinical AuthorityPTWMSI is seeking a hands-on, decisive Clinical Director with direct experience working within, supporting, or building clinical infrastructure aligned with Core Service Agency (CSA) or equivalent community mental health regulatory environments. This role requires a clinical leader who understands not only behavioral health care delivery—but the regulatory, operational, and clinical systems required to operate a compliant, audit-ready outpatient mental health program.
Key ResponsibilitiesClinical Standards, Quality & Technical Leadership

  • Establish, maintain, and enforce clinical standards across PTWMSI programs, ensuring consistent, high-quality, trauma-informed care.
  • Develop and implement clinical workflows, documentation standards, and treatment planning requirements aligned with DBH Chapter 30 and Core Agency expectations.
  • Serve as the organization’s primary clinical authority, providing consultation on complex cases, clinical decision-making, and evidence-based practices.
  • Ensure clinical systems and workflows support regulatory compliance, quality care delivery, and operational scalability.

Compliance, Fidelity & Core Agency Regulatory Alignment

  • Serve as the clinical lead for compliance with:
    • Joint Commission standards
    • DC Department of Behavioral Health (DBH) Chapter 30 regulations
    • Core Service Agency (CSA) clinical and operational requirements
    • CAFAS implementation and fidelity
    • Grant-funded clinical program requirements
  • Lead audit readiness efforts, including chart reviews, documentation audits, corrective action planning, and remediation.
  • Translate regulatory and accreditation requirements into clear, actionable expectations for clinicians and supervisors.
  • Support the organization’s readiness for Core Agency designation and ongoing regulatory compliance.

Training, Supervision & Clinical Infrastructure Development

  • Provide clinical supervision, consultation, and guidance to clinicians and clinical supervisors as appropriate.
  • Maintain a small case load
  • Develop and deliver training focused on:
    • Clinical reasoning and defensible treatment planning
    • Documentation quality and audit readiness
    • Compliance with DBH, Joint Commission, and regulatory standards
    • Core Agency clinical and operational expectations
  • Build clinical capacity and ensure staff understand regulatory and clinical standards required for compliant service delivery.

Cross-Functional Leadership & Organizational Development

  • Partner with executive leadership, including the CEO, COO, Medical Director, Compliance Officer, and Program Leadership, to strengthen clinical infrastructure and compliance readiness.
  • Identify gaps in clinical systems and implement solutions that improve quality, compliance, and operational effectiveness.
  • Ensure clinical integrity and compliance scale appropriately as the organization grows and expands services.

Direct Clinical Involvement (Strategic and Targeted)

  • Provide clinical consultation and limited direct service delivery as needed, including case consultation, crisis support, or program support (e.g., DC MAP).
  • Maintain active clinical engagement to ensure leadership decisions remain grounded in clinical practice.

Required Qualifications

  • Master’s degree in Social Work, Counseling, Psychology, or related behavioral health field
  • Active DC LICSW, LPC, or license eligible in Washington, DC
  • Minimum 5 years of behavioral health clinical experience
  • Minimum 2 years providing clinical supervision, program leadership, or advanced clinical consultation
