Strategic Planning & Congressional Analysis Specialist
Location: Norfolk, VA (On-site at US Fleet Forces Command)
Clearance Required: Active Secret Clearance
Position Type: Full-Time (Pending Contract Award)
Ironclad Defense Works Inc. is seeking a skilled and motivated Strategic Planning & Congressional Analysis Specialist to support U.S. Fleet Forces Command (USFF) in Norfolk, Virginia. This is a critical role providing senior-level strategic engagement and communications support to enhance Fleet readiness and drive informed decision-making across executive military leadership.
This position is contingent upon award of a new five-year contract, beginning 30 September 2025.
Key Responsibilities

Develop executive-level communication products, including PowerPoint briefs, speeches, and talking points for 4-star leadership

Conduct qualitative and quantitative analysis to support strategic engagement and congressional coordination

Research and prepare high-impact materials for key stakeholders, including Congress and senior Department of Defense officials

Support the development and tracking of the Commander’s Vision and Guidance (V&G) and long-range strategic plans

Maintain databases and metrics evaluating congressional engagement effectiveness

Draft and refine executive-level responses to Congressional (RFI) and legislation analysis papers
Required Qualifications
-
Active Secret security clearance and U.S. citizenship (mandatory for base and system access)

Master’s degree (or Bachelor’s plus 3 additional years of relevant experience)

At least 4 years of experience in:
-
Strategic planning, development, and assessment
-
Engagement with congressional representatives and/or senior-level stakeholders
-
Development of high-impact executive communications and briefing materials
-
Data-driven analysis, reporting, and cross-functional project management
-
Exceptional proficiency in Microsoft Office Suite (Microsoft PowerPoint, Excel, Outlook, etc.) with an ability to produce polished, concise executive-level presentations and communication packages

Demonstrated capacity to thrive in both autonomous and team-oriented settings, maintaining effectiveness and accountability in dynamic, high-stakes environments

Demonstrated ability to operate in a high-visibility, fast-paced environment with minimal supervision
Preferred Experience
-
Prior support to Navy or DoD strategic commands
-
Familiarity with USFF’s mission and structure
-
Background in public affairs, policy, legislative affairs, or defense planning
Work Environment & Benefits

Primary work location is on-site at U.S. Fleet Forces Command headquarters in Norfolk, VA, with potential for limited telework upon government approval

Standard core hours: Monday–Friday, 0900–1500
