Construction Manager
1.8.2.1 Shall serve as a construction representative with responsibility for monitoring and controlling the construction operations of large and complex projects involving specialized electrical systems, complex mechanical systems, and/or unique structural requirements for base facilities/infrastructure and associated utility distribution systems.
1.8.2.2 Develops Statements of Work (SOW), Statements of Objectives (SOO), Independent Government Cost Estimates (IGCE), Daily inspection reports (AF Form 1477), Work Orders (AF Form 332), Environmental Analysis (DD Form 813), Real Property Adjustments (DD Form 1354), site plans, Requests for Information (RFI), draft funding documents, change order specifications, and other project documents as required by the government.
1.8.2.3 Monitors and controls major segments of a variety of difficult and complex project plans and specifications. Reviews project plans and specifications prior to contract advertisement to determine feasibility and practicability of construction. Assignments typically involve one or more large, difficult, and complex projects dealing with sophisticated mechanical and electrical systems for base facilities and associated utility distribution systems such as office buildings, hangars, laboratories, and warehouses. Projects normally require several months to a year to complete and require the use of standard methods, materials, and equipment. Applies basic knowledge of other disciplines to determine coordination required to ensure all design considerations have been addressed. During pre-bid conferences and site visits, provides needed information to bidders to clarify technical portions of the drawings and specifications. Prepares statements of work (SOWs) and attends pre-construction conferences; makes technical clarifications of technical portions of drawings (such as electrical, mechanical, architectural, or structural aspects) of the drawing and specifications, and coordinates proposed schedules with the using agency. Approves changes to plans relating to difficult and complex construction problems which do not alter basic design or involve additional costs. Advises the contractor of requirements such as project scheduling, progress reporting, safety measures, and evaluation of costs incurred. Reviews shop drawings presented for approval by contractors.
Mechanical Engineer: Shall serve as a professional mechanical engineer, performing operations and maintenance (O&M) engineering duties in support of a military installation. Performs O&M engineering involving design and construction that encompasses the maintenance, repair, upgrade, and operation of infrastructure facilities, including utility systems, utilizing a professional knowledge of civil engineering. Regularly inspects/surveys facilities to identify deficiencies for incorporation into the infrastructure maintenance plan to counteract the aging of infrastructure facilities/utilities. Prepares layouts, design considerations, and specifications. Reviews architecture and engineer (A&E) contract and in-house designs for future construction/renovations/improvements to determine mechanical compatibility, maintainability, and functionality. Shall monitor and/or assist in managing projects for new construction, renovations, design, and improvements to real property facilities, including utility systems, utilizing a professional knowledge of mechanical engineering. Assists with authoring detailed Statements of Objectives (SOOs), Statements of Work (SOWs), up to 35% designs and other specific project related documents in accordance to the specifications provided by the COR. Etc.
Qualifications:
1.8.2.11 Education and Experience Requirements: AS or BS degree in Construction Management/Technology from an accredited university or college; 3+ years of experience in construction management, or an AS or BS degree in Engineering from an accredited university or college; 3+ years of experience in construction management.
1.8.2.11.1 Upon completion of hiring process member will complete the following courses (if not already completed): WMGT 322 Introduction to Project Management Course, WMGT 422 Project Management Course, WENG 200 Scoping and Estimating Course, and WENG 400 Life-Cycle Cost Estimating Course provided by Air Force Institute of Technology funded by the Contractor.
