Job Summary:

We are seeking an experienced and detail-oriented Payroll Specialist to join our team to work in our Galveston, TX office. The ideal candidate will have ADP WorkforceNow experience and possess a strong understanding of all payroll processes while ensuring compliance with all federal, state, and local regulations. This individual will manage payroll processing to ensure accurate and timely processing of employee compensation.

Key Responsibilities:

  • Process and manage payroll for both non-union and unionized employees in compliance with federal, multi-state, and other local jurisdictions, specifically but not limited to New York.
  • Prepare and submit Certified Payroll Reports for government contracting work, ensuring adherence to the Davis-Bacon Act and other state specific prevailing wage laws.
  • Apply union contract terms, including pay scales, benefits, union dues, and other collective bargaining provisions to ensure compliance.
  • Handle all payroll-related issues for all employees, including overtime calculations, fringe benefit contributions, and holiday pay in accordance with union agreements.
  • Process payroll deductions for employee benefits, garnishments, and other applicable deductions in accordance with company policies and applicable laws.
  • Resolve payroll discrepancies and respond to employee inquiries regarding pay, deductions, and benefits.
  • Maintain up-to-date knowledge of changes in union contracts, payroll tax laws, and Certified Payroll reporting requirements.
  • Prepare and support internal and external audits, providing accurate and timely documentation related to payroll.
  • Produce payroll reports for payroll processing approvals per other management requests.
  • Stay current on payroll related regulations and labor laws to ensure full compliance.
  • Collaborate with the HR department to ensure that new hires, terminations, promotions, and other employee changes are reflected in the payroll system.

Qualifications & Expectations:

  • Minimum 3-5 years of payroll experience required.
  • Strong experience with Certified Payroll reporting and compliance for government contracts (Davis-Bacon Act and other state prevailing wage laws) preferred.
  • In-depth knowledge of union contracts, including pay rates, benefits, dues, and deductions for unionized employees preferred.
  • Proficiency in payroll software (ADP WorkforceNow) preferred.
  • Strong proficiency in Microsoft Excel required.
  • Exceptional attention to detail and accuracy in payroll processing efficiently under deadlines.
  • Excellent communication skills to interact with employees, Human Resources and management.
