MDW is seeking Future Hire candidates to provide Senior Program Analyst for Acquisition Talent Management support to our Assistant Secretary of the Navy for Research, Development & Acquisition (ASN/RD&A) client. The Senior Program Analyst must be capable of applying extensive professional knowledge, skills, training, and experience to support the ASN(RD&A) organization. This position is located onsite at the Pentagon, Arlington, VA.

The Senior Program Analyst will provide support to the Director, Acquisition Talent Management (DATM), who is the ASN (RD&A) principal advisor for all Acquisition Workforce (AWF) matters pertaining to education, training, and career development, including strategic planning, policy development, and guidance on all matters associated with DON Defense Acquisition Workforce Improvement Act (DAWIA) implementation. The DATM is also responsible for managing the Defense Acquisition Workforce Development Fund (DAWDF).

The Senior Program Analyst may perform a combination of some or all of the following duties:

  • Develop optimized data management and transformation strategies to execute more efficient management of the DON AWF.
  • Collect and review DON AWF data for quality assurance, analyze trends and patterns to inform program assessments, and investigate and resolve any data anomalies or unexpected findings.
  • Compile, summarize, and format data for reporting purposes, configuring metrics, analyses, charts, and slides into a presentation-ready format to support DATM briefs.
  • Coordinate the nomination and selection processes for various nominative programs, training, and awards in collaboration with DATM staff and DON system commands (SYSCOMs).
  • Monitor DON compliance with established nominative program policies and implementing guidance, proposing and implementing government-approved corrective actions as necessary across SYSCOMs.
  • Analyze current and future needs for AWF rotations, training, and awards programs; attend meetings and provide minutes for government approval.
  • Organize guest speakers for nominative training opportunities and events. Facilitate participation of nominative program members as guest speakers at other AWF events.
  • Assist in the development and creation of the quarterly DATM newsletter by collaborating with team members to gather content, edit articles, and design layout to ensure timely and engaging communication with stakeholders.
  • Support the development and maintenance of the DATM SharePoint site, ensuring timely content updates, and integration of relevant data repositories, calendars, and program resources to enhance stakeholder engagement and knowledge sharing.
  • Provide programmatic and administrative support to DATM-led acquisition reform initiatives, including tracking implementation progress, collecting stakeholder input, and preparing related reports and briefing materials.

Required Experience/Skills:

  • Directly relevant experience supporting Defense Acquisition Workforce programs and policies with the DoD or DON.
  • Knowledge of DON nominative program policies and implementing guidance, proposing and implementing government-approved corrective actions as necessary across SYSCOMs.
  • Experience supporting AWF rotations, training, and awards programs.
  • Demonstrated experience collecting and reviewing DON AWF data for quality assurance, analyzing trends and patterns to inform program assessments.
  • Experience working in an Echelon 1 organization (the highest organizational levels within the U.S. Navy) and working with Senior Executive Service Civilians, and Flag Officers/General Officers is highly recommended.

Education Requirement/Required Years of Experience:

  • Minimum of a Bachelor's degree.
  • Minimum of 5 to 7 years' experience with acquisition workforce policies and requirements for the DoD or DON.

Security Requirement(s):

  • Candidates for this position must be eligible to obtain a US DoD Secret Clearance (required U.S. citizenship)
