Job DescriptionSalary:

The Project Manager will be responsible for managing and coordinating WETTs substation and transmission line projects. The role consists of directing and overseeing all activities performed by internal and external resources related to cost estimating, property acquisition, material procurement, permitting, construction, testing, and commissioning. This position is key to ensuring that all projects are completed on time and within budget and adhere to WETTs design and construction specifications and meet or exceed all regulatory requirements. This position will report to the Director of Construction.

Responsibilities

  • Management of all WETT transmission and substation projects from initial project conception through energization, including preliminary engineering, project bidding, negotiating, awarding, financial forecasting, material procurement, construction, and commissioning.
  • Leads new project conceptualization efforts, including site selection, layout, design, and configuration of new facilities based on the individual needs and goals of each project. Leads the development of detailed cost estimates and schedules for the securement of project funding.
  • Leads the efforts in securing necessary property, easements, permits, and crossing agreements for all new projects.
  • Supports WETTs Regulatory department in the successful filling of CCN applications.
  • Responsible for developing the contracting strategy for engineering, procurement, and construction services to fit with the goals and risk profile of the project and the company (for example, traditional lump-sum EPC, or E plus PC, etc.
  • Develops and issues comprehensive bid packages that minimizes the companys risk and exposure to potential delays and cost overruns.
  • Reviews and analyzes proposals and provides award recommendations to the executive team.
  • Anticipates and identifies problems that may cause project delays and or cost overages
    and develops and implements action plans to employ corrective actions.
  • Reviews and provides commentary on all detailed design packages to ensure contractors are adhering to WETTs design, material procurement, and construction specifications.
  • Reviews and negotiates change orders.
  • Mentors internal staff, manages teams, maintains relationships with contractors and vendors, and stays abreast with the market and technological industry advancements.
  • Leads the efforts of revising design and construction specifications as necessary.
  • Leads the effort of securing all necessary outages.
  • Oversees and approves all invoicing related to capital projects.
  • Leads monthly project update meetings.
  • Establishes and manages schedules, costs/resources, budgets, and technical objectives required to meet projected outcomes.
  • Assures compliance with WETTs Health, Safety, Security, and Environmental standards and policies.
  • Occasional travel to West Texas to review project progression.
  • Leads the transition of projects from the construction group to the operations phase
  • Responsible for detailed weekly, monthly, and quarterly reporting to various groups with and outside WETT.

Essential Knowledge & Skills/Education

  • Bachelors Degree in a construction or engineering related field.
  • Minimum of 5 years of combined experience in engineering design, project management, material procurement, and construction of large-scale high voltage transmission line and or station projects.
  • Thorough understanding of industry design and construction standards and methods typical for 138 kV and 345 kV transmission and substation projects
  • Familiarity with NESC, NEC, IEEE, AISC, ACI, and OSHA standards and requirements
  • Capable of planning, scheduling, prioritizing, and coordinating work based on project and company needs
  • Ability to interface with Developers to ensure the project remains in good standing with interconnection stakeholders
  • Extensive experience with industry consultants, contractors, and material providers
  • Experience negotiating and managing EPC contracts for transmission and stations projects
  • Self-motivated and able to function effectively with minimal supervision
  • Ability to adjust to changing priorities of multiple projects
  • Strong business acumen and sound judgment demonstrated in making decisions.
  • Ability to be effective in a growing organization and demonstrate flexibility in taking on new challenges
  • Must be able to manage multiple priorities and work in a diverse, deadline-driven, fast-paced environment
