Summary:

The Assistant Manager, Tolling Applications is responsible for the operational excellence and strategic evolution of our critical Toll Collection Back Office System and related applications. The Assistant Manager collaborates closely with the Manager, Tolling Application Group, in overseeing the maintenance, enhancement, implementation, and operational support of these vital applications, which encompass both toll tag and video tolling functionalities. A key aspect of this role involves actively engaging with our third-party vendor, ensuring contractual commitments are met, and fostering a collaborative partnership to drive application advancements that align with the NTTA’s strategic objectives. Furthermore, the Assistant Manager is instrumental in supporting the establishment and adherence to robust business rules and enhancements, change management, testing, release management, application support, availability, and vulnerability management. This position reports directly to the Sr Manager, Tolling Application Group.

Responsibilities:

As an integral member of the Tolling Application Group, the Assistant Manager is actively involved in the following key functions:

  • Strategic Vendor Engagement: Cultivate and maintain a strong, collaborative relationship with our third-party application vendor, ensuring clear communication of the NTTA’s needs, diligent oversight of contractual obligations, and proactive participation in driving application advancements and innovation.
  • Application Lifecycle Management: Support the comprehensive lifecycle of our Tolling and Mobile Applications, including meticulous planning, seamless coordination, and effective oversight of maintenance activities, critical enhancements, and the implementation of new functionalities, as well as Interoperability applications.
  • Proactive Problem Management: Collaborate with the vendor and internal technology teams to efficiently resolve application incidents, conduct thorough root cause analysis, and implement preventative measures to ensure optimal system performance and reliability.
  • Modernization and Optimization Initiatives: Contribute to the strategic planning and execution of initiatives focused on modernizing our tolling databases and applications, with a keen focus on enhancing system availability, scalability, and overall performance to meet future demands.
  • Data Governance and Archival Strategies: Support the establishment and enforcement of robust data governance practices, including the development and maintenance of effective archival and retention capabilities for critical resource management data within the Tolling Application.
  • Cloud Innovation and Assessment: Participate in the evaluation of emerging cloud technologies and contribute to the planning of cost-effective, cloud-native solutions that could potentially shape the future architecture of the Tolling Application.
  • Financial Stewardship: Assist the Manager in the development and responsible management of the Tolling Applications Group's budget, ensuring resources are allocated effectively to support strategic priorities.
  • Process Excellence and Compliance: Support the development, implementation, and rigorous enforcement of standardized processes and procedures aligned with the Software Development Life Cycle, change management protocols, testing standards, release management practices, application support guidelines, availability targets, and vulnerability management frameworks.
  • Licensing and Compliance Oversight: Assist in the meticulous management of licensing requirements for all relevant enterprise applications within the Tolling Application ecosystem, ensuring adherence to all applicable regulations and agreements.
  • Audit and Compliance Support: Take a lead role in providing control evidence and documentation associated with various audits to ensure the security and compliance of the NTTA's Toll Collection Back Office System, particularly concerning the tokenization of credit card data by the third-party payment processor.
  • Strategic Roadmap Contribution: Collaborate with the vendor and internal stakeholders in the development and continuous refinement of strategic roadmaps for product updates, upgrades, and the introduction of innovative features that align with the NTTA’s vision.
  • Team Empowerment and Guidance: Provide mentorship, guidance, and support to the talented team within the Tolling Application Group, fostering a collaborative, growth-oriented, and high-performing work environment.
  • Leadership Development: Actively engage in opportunities to expand leadership skills and gain a comprehensive understanding of the Manager’s responsibilities, contributing to the long-term success and continuity of the Tolling Application Group.
  • Operational and Application Support: Oversee and manage the team responsible for application support, including technical support, issue tracking and resolution, support-related meetings, internal and external team coordination, issue analysis, data and report requests, user testing, after-hours support, and .NET application development and maintenance.

Qualifications:

Minimum:

  • Bachelor’s degree.
  • 7-9 years’ experience in supporting complex enterprise-level applications, including:
  • On-Premises applications (developed in-house or COTS software)
  • SaaS applications

Preferred:

  • Bachelor’s degree in computer science, Management Information Systems (MIS), or Business Computer Information Systems.
  • Over 10 years of progressive IT Applications management experience.
  • Experience with application development methodologies.
  • Experience with project management methodologies.
  • Strong understanding of applications that process high transaction volumes.
  • Demonstrated ability to effectively manage vendor relationships, including contract negotiation, performance monitoring, and issue resolution.
  • Excellent communication, collaboration, and problem-solving skills, with the ability to effectively interact with technical and non-technical stakeholders.
  • Experience in a role that required interaction with auditors and regulators.
  • Knowledge of security best practices, particularly concerning sensitive data.
