Job DescriptionSalary: Upon completion of the selection process, PartnersGlobal will negotiate with the Consultant/Firm deemed most competitive to establish a nal scope of services and an appropriate budget for such services.

PartnersGlobalseeks a consultant or firm to develop and deliver an online workshop on creating organizational policies and procedures that ensure compliance with federal regulations for USG-funded projects. This RFP outlines the scope of work and application process.

1.BACKGROUND

1.1.Project Summary

The project is an initiative that aims to empower non-governmental organizations (NGOs) working in difficult environments. The project will achieve this goal by delivering training for individual NGO representatives infinancial management, administrative, and program management, and assessing NGOs' organizational financial and operational capacities.


1.2.Organizational Background

2.REQUIRED DOCUMENTS

2.1.Proposal/Letter of Interest

Interested applicants should submit a proposal of no more thanSix(6)pages (not including thebudget) in PDF or MS Word format thatmeetsthe following guidelines:a)Cover page (not included in pagecount) with relevantcontact information oftheapplicant;b)All pagesarenumbered and formattedinletterpaper size.

All proposals should detail:1) how the offeror will meet the requirements of the scope of work; 2) professional qualications, including experience developing online courses or sessionsrelated tooperational and financial topics; and 3) familiarity and working knowledge ofexplainingpolicies and procedures.


2.2.Budget

As this is a USG-fundedproject, allfederalprocurement regulations willapply. Thebudgetshould include standardcosts associated withtheconsultancy.Thebudgetshould besubmittedin MS Excelor Wordformat with abudgetsummary taband a detailed line-item breakdown. An accompanyingbudgetnarrative may be writteninExcel or PDF/Word formatthat details the total number of working days.

3.SCOPE OF WORK

Based on the needs identified during the assessment and the expected outcomes of this resiliency-building and capacity-building program, we are seeking the support of a training specialist organization to design and deliver training focused on developing and strengthening policy and procedures based on the application of federal regulations for USG-funded projects.


The program will use practical examples and best practices for developing effective policies to help participants evaluate their current policies and procedures, make the necessary updates to ensurecompliance with 2CFR200 Uniform Guidance, and strengthen overall grant management, regulatorycompliance, and organizational effectiveness. During the session, the specialist/firm will provide guidance on how to adapt procedures tocomply withfederal regulations and with other donors based on best practices, and provide framework templates (if applicable).


The training will be addressed in Spanish to NGO employees executing federal funds for the first time(first-time grantees) in Latin America and the Caribbean. The training session will be delivered betweenNovember2025andFebruary2026,coveringandanalysingdifferenttopics(illustrative)mentioned as follows:

  • Main policies and procedures for Grant Management
  • Human Resources policies and procedures
  • Finance and Accounting
  • Internalcontrol (monitoring) and audit
  • Procurement andcontracting
  • Management of Property, Material and Assets
  • Federal Grant Management/ Subgrant Management Manual


Thistraining'sprimary audience includes USG first-time grantees or those without extensive experience executing federalassistance, so it is crucial to present the information in acomprehensive way.


In addition to the activities mentioned above,thecontractual party is expected to perform, withinitscapabilities, anycomplementary activity that guaranteesthe successfuldevelopment of the onlineprogram.If you need further information, pleasecontact the Partners PointofContact.

3.1.Deliverables

  • A writtenprogramframework:providing a detailed guideline ontheonlinecoursemodule structure, including but not limited tothe order oftopics,onlinelearning objectives,and timeframe,instructional methods.Estimated delivery date:Twoweeksafter signing thecontract.


  • Development of the material for the training:Development ofcontent structure for the program, including details of sequencing with the supporting documentation, presentation, strategies, and learning resources for training,templates,and agenda. Thisdeliverablewillincorporate Partners' feedbackprovidedtotheinitialframework.Estimated delivery date:Fourweeks after signing thecontract.


  • Delivery of thetrainings:Facilitatea series of online workshopson the material developed basedon the topics mentioned above. If the participatingorganizations agree, the workshops will be recorded as a resource that will be accessed by theorganizations in the future.In thisEstimated delivery date:Sixweeks after signing thecontract.


All the materials should be developed in an editable version (word, powerpoint,etc) in Spanish.The deliverablesand periodscould be adjusted during the negotiation process.

3.2.Logistical Support

Partners will provide logistical support to the selected contractor, including program background materials and coordination through meetings and communication. Partners will not cover any costs beyond those included in the approved budget (see section 2.2).
