Overview

We are seeking a skilled ArcGIS/GIS Developer Consultant to support an upcoming state/local bid with advanced geospatial services, including data analysis, modeling, visualization, and application development. The consultant will work with stakeholders to design and implement GIS solutions that enhance decision-making and support enterprise geospatial initiatives.

Responsibilities

The consultant will provide technical expertise in the following GIS areas:

• Geospatial Data Analysis and Modeling

  • Conduct advanced spatial analysis, geoprocessing, and geospatial modeling.

  • Develop workflows to process, clean, and manage geospatial datasets.

  • Provide insights and recommendations based on spatial data patterns and trends.

• GIS Visualization and Mapping

  • Create professional cartographic products, interactive maps, and dashboards.

  • Configure and deploy GIS visualizations in ArcGIS Online, ArcGIS Pro, and/or ArcGIS Enterprise.

  • Support stakeholders with clear and effective visual communication of data.

• GIS Application Development

  • Design and build GIS-enabled applications using ArcGIS Experience Builder, Web AppBuilder, or Esri JavaScript API.

  • Customize ArcGIS solutions to meet project-specific requirements.

  • Ensure usability, scalability, and performance of GIS applications.

• GIS Data Management

  • Manage and maintain geospatial databases (e.g., PostgreSQL/PostGIS, SQL Server Spatial).

  • Support integration of GIS datasets with enterprise systems.

  • Implement best practices for geospatial data quality, standards, and metadata.

• Knowledge Transfer and Support

  • Provide training and documentation to staff on GIS workflows, tools, and applications.

  • Offer consulting guidance on geospatial best practices and sustainable system use.

Qualifications

• Proven experience as a GIS Developer, GIS Analyst, or ArcGIS Specialist.

• Expertise with Esri’s ArcGIS platform (ArcGIS Pro, ArcGIS Online, ArcGIS Enterprise).

• Proficiency in Python (ArcPy, GeoPandas, Pandas) for geoprocessing and workflow automation.

• Experience developing custom GIS applications (Esri JavaScript API, Experience Builder, Web AppBuilder).

• Strong knowledge of geospatial data management and spatial databases (PostGIS, SQL Server Spatial).

• Ability to create effective cartographic products and dashboards for decision support.

• Strong communication skills and ability to work in a consulting environment.

Preferred Skills

• Experience with cloud-based GIS deployments (e.g., ArcGIS Online Enterprise, AWS, Azure).

• Familiarity with open-source GIS tools (QGIS, GDAL/OGR).

• Domain knowledge in environmental, transportation, or urban planning GIS applications.
