We are seeking an experienced and qualified Safety Manager/SSHO to lead, implement, and enforce the Safety and Health Program on a U.S. Army Corps of Engineers (USACE) construction project. The ideal candidate will ensure compliance with USACE EM 385-1-1, federal, state, and local safety regulations, and foster a proactive safety culture on-site.
Key Responsibilities
- Safety Compliance & Enforcement: Act as the primary SSHO, responsible for enforcing the Accident Prevention Plan (APP) and Activity Hazard Analyses (AHAs) in accordance with EM 385-1-1.
- Inspections & Audits: Conduct daily site safety inspections, identify hazards, and ensure prompt corrective action. Document findings in the Daily Safety Report (DSR).
- Documentation & Reporting: Maintain all required safety documentation, including OSHA 300 logs, training records, and incident reports. Submit reports to the USACE Quality Assurance Representative.
- Risk Management: Review and approve subcontractor AHAs and ensure their adherence to site-specific safety policies.
- Training & Education: Lead daily/weekly safety toolbox talks, conduct site safety orientations for new hires, and provide specialized training on equipment and procedures.
- Incident Investigation: Lead investigations into accidents, near-misses, and property damage, and recommend corrective actions to prevent recurrence.
- Interface with USACE: Participate in pre-construction conferences, preparatory meetings, and progress meetings to discuss safety compliance.
Required Qualifications & Certifications
- Experience: A minimum of 5 years of safety experience on construction projects (commercial/industrial), with specific experience on USACE or NAVFAC projects preferred.

- Current 30-hour OSHA Construction Safety certification.
- Knowledge: In-depth understanding of EM 385-1-1 (15 March 2024 version), OSHA 29 CFR 1926/1910.

- Communication: Excellent verbal and written skills to interact with diverse teams, including subcontractors, superintendents, and government reps.
- Technical Proficiency: Proficiency with MS Office Suite and construction management software (e.g., RMS).
- Physical Stamina: Capable of navigating uneven terrain and construction areas.
Physical Demands
The role involves regular site walking, climbing, and standing, requiring the ability to navigate active construction zones.
