We are a 501(c)(3) non-profit organization providing Day Support, Employment, Pre-Vocational and Transportation services to individuals receiving Home and Community-Based Services (HCBS) in Minnesota. Our work focuses on supporting independence, meaningful employment, and community inclusion.

We are seeking an experienced Employment Services Manager to lead our employment programs and ensure compliance with state and federal standards while supporting participants toward successful, person-centered outcomes.

The Employment Services Manager oversees all aspects of employment programming within our Employment Services program, including community-based employment supports, job development, and coordination with Vocational Rehabilitation Services (VRS) and county case management. This position ensures high-quality service delivery aligned with Minnesota’s Disability Waiver Rate System (DWRS), Vocational Rehabilitation services and DB101 (Disability Benefits 101) resources.

Key Responsibilities

1. Develop, implement, and monitor employment plans in alignment with individual support plans (ISPs) and person-centered practices.

2. Ensure accurate documentation and billing under DWRS Employment Support and related service codes.

3. Manage and report on Minnesota Vocational Rehabilitation Services (VRS) Performance-Based Agreements (PBAs), including tracking milestones, outcomes, and reimbursements.

4. Utilize DB101 and related benefits planning tools to support informed decision-making around work incentives and employment goals.

5. Foster strong relationships with local employers, VRS counselors, county case managers, and other stakeholders.

6. Monitor program compliance with 245D licensing standards and applicable regulations.

7. Analyze program outcomes and make data-driven improvements to enhance service quality and participant success.

8. Train and mentor staff on employment best practices, documentation, and person-centered service delivery.

9. Schedule and attend client team meetings.

Qualifications

1. Associate’s degree in Rehabilitation Counseling, Human Services, Social Work, or related field.

2. Minimum two (2) years of experience in employment services for individuals with disabilities, including supervision or program management.

3. Working knowledge of: DB101 (Disability Benefits 101) and Social Security work incentives, DWRS Employment Support Services and rate frameworks, Minnesota VRS Performance-Based Agreements (PBAs) and reporting requirements, 245D licensing and service documentation standards.

4. Proven ability to lead, manage data, and maintain compliance with state/federal regulations.

5. Excellent communication, organization, and interpersonal skills.

6. Valid driver’s license and reliable transportation.

7. Be able to pass a criminal background study, drug test and possess a clear driving history.
