Overview

Associated Students, Inc. (ASI) employs student-focused professionals with equity-mindsets. Established in 1963, Associated Students, Inc. (ASI) is a non-profit corporation led by a 14-member board of elected student leaders. ASI is an auxiliary organization authorized by the California State University Board of Trustees to perform Student Life functions for Cal Poly Pomona students. ASI provides opportunities for student engagement, student leadership and employment, and a multitude of Student Life programs and services e.g., recreation and wellbeing, student union and activities, student government, clubs and organizations, food pantry, and childcare. The administrative and student support areas of ASI include human resources, financial services, information technology, facilities management, and marketing. ASI employs approximately 500 part-time students and 60 full-time staff members. ASI accepts the responsibility for conscientiously managing mandatory student fees and state-owned facilities: $18M annual operating budget, $5M annual debt service, approximately $24M in reserves, and 294,253 square feet of student space (student union, recreation center, and pool). ASI is in the Cal Poly Pomona Division of Student Affairs with a dashed reporting line to Administrative Affairs. ASI serves the entire campus population, including over 28,000 students.

POSITION DEFINITION

Under the direct supervision of the Associate Director of Human Resources, the Position & Performance Manager oversees the Manager Support Unit serving as ASI’s lead architect of job design and performance management. The role provides enterprise‑wide oversight for the design, assessment, and maintenance of every position description, ensuring each role fits coherently within ASI’s structure and compensation philosophy. In partnership with stakeholders, this position stewards human‑centered manager development, develops and manages progressive performance system and practices, and fosters a student‑learning–centered HR environment that lives ASI’s core values of Care and Growth while supporting high‑performing, inclusive teams.

ESSENTIAL DUTIES

Supervisory Responsibilities

  • Responsible for recruitment, supervision, training, development, and performance evaluation of assigned staff; 1 Performance Management Assistant, 1 Lead Org Design Project Assistant, 2 Org Design Project Assistants.
  • Ensure assigned operations in the unit are carried out in accordance with all applicable laws, ASI policies, core values, and progressive human‑centered HR standards.
  • Manage the team’s workload and priorities to deliver high‑quality services in a timely and accurate manner.

Management Support

  • In collaboration with stakeholders, oversee the position and performance structure design, including but not limited to, defining performance and learning standards, planning performance and learning objectives, developing performance results monitoring practices, reviewing performance and learning outcomes, and defining performance metrics
  • Serve as the enterprise‑wide custodian of ASI’s position architecture, maintaining the master repository of position descriptions and org‑chart data, and leading scheduled and ad‑hoc reviews for workload equity, and organizational and strategic alignment.
  • Oversee the structural diagnostics of departments and units—mapping decision authority, communication flows, spans of control, and inter‑dependencies—and recommend position realignments that enhance collaboration and service delivery.
  • Collaborate closely with the Learning & Development Manager to oversee the co‑creation of manager‑development programs, workshops, and toolkits that build supervisors’ skill in position stewardship, goal‑setting, coaching, and progressive performance practices.
  • Partner with the HR Systems & Compensation Manager to ensure all position changes are correctly scored against compensable factors and routed for pay‑band review
  • Partner with the Employee Experience Unit to ensure active counseling processes align with overall employee relations practices
  • Collaborate closely with the Talent Acquisition Unit to share in-depth position insights—role purpose, structure context, performance expectations—so they can craft compelling job postings and drive effective recruitment
  • Engage stakeholder early to balance position‑design requests with real‑time budget capacity, collaborating with budget managers to refine proposals
  • Oversee the cyclical and ad hoc position audits which may include, but is not limited to, interviewing staff and reviewing work duties, to verify alignment between day‑to‑day duties and current position design, identifying variances and recommending structural or operational adjustments, as needed.
  • Provide oversight and guidance for supervisors through updates to existing position descriptions, providing tools and coaching on essential functions, ADA compliance, and ASI‑specific compensable factors.
  • Manages the designs, development, implementation, evaluation, and ongoing enhancements for the cyclical performance‑management framework which may include but is not limited to oversight of published timelines and resources, maintaining metrics dashboards, and coaching managers in growth‑oriented feedback, documentation, and improvement plans.
  • Monitor trends and outliers in position/performance data; prepare research‑based reports and recommend corrective actions or policy updates to senior leadership.
  • Collaborate with HR partners and department heads to ensure ASI’s core values of Care & Growth are consistently applied across all positions and performance practices.
  • Collaborating with key stakeholders and adjacent units with unit updates, process changes and cross-unit initiatives

General

  • Prepare, present, implement, and administer the unit budget; prepare expenditure projections and submit quarterly variance reports as requested.
  • Maintain an inclusive department environment by providing exceptional customer service to ASI staff, management, and external constituents.
  • Stay current on management best practices, legal requirements, and forward‑thinking HR trends; actively engage in ASI and University meetings, task teams, and committees.
  • Role‑model ASI core values and continuously challenge personal mental models as an active learner.
  • Assist with general HR inquiries, issues and discrepancies from employees, managers, and administrators, as needed
  • Perform other related duties, as assigned.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in human resources, organizational development, or related field
  • Minimum of 3 years of experience working with performance management practices, job design and development, organizational development, and leadership development
  • Minimum of 5 years of experience with progressive supervision with at least 4 direct and indirect reports, required; Supervising/coaching and guiding over twenty (20) direct and indirect reports and at least five unique positions, preferred
  • Working knowledge of job‑analysis methodologies and organization design frameworks
  • Ability to translate structural diagnostics into clear recommendations that optimize cross‑unit collaboration and decision‑making efficiency.
  • Ability to develop performance‑metric systems and coach managers in progressive, growth‑oriented performance practices.
  • Working knowledge of inclusive management practices and federal and state labor law
  • Excellent analytical skills and ability to interpret data, identify trends and recommend improvement practices in management practices
  • Working knowledge of human resources functions, procedures, and systems
  • Experience within a university or nonprofit environment, preferred.

KNOWLEDGE, SKILLS AND ABILITIES

  • Considerable knowledge of budget development, maintenance, and analysis.
  • Ability to utilize problem-solving techniques to evaluate complex management challenges, understand and apply applicable rules and regulations
  • Ability to understand problems and objectives from a broad perspective and discern applicable underlying principles to develop strategic solutions when dealing with management resolving sensitive issues
  • Knowledge and ability to develop and implement effective and efficient processes, procedures, and solutions.
  • Ability to plan, direct, and review a variety of activities and meet important deadlines.
  • Knowledge of, or ability to quickly learn, CSU and ASI policies and procedures.
  • Considerable knowledge of the principles of personnel management and supervision and ability to effectively utilize management skills.
  • Ability to change priorities when needed to meet changing and overlapping deadlines.
  • Demonstrated ability to communicate effectively, both orally and in writing, with diverse student, staff, faculty, and community members in a courteous manner with emphasis on customer service.
  • Knowledge of customer service standards and ability to create policies and procedures as well as motivate, train, and ensure staff provide quality service to all stakeholders.
  • Effective interpersonal skills with the proven ability to guide others in a highly collaborative manner.
  • Must be able to establish and maintain effective working relationships within a diverse multicultural environment.
  • Technical fluency with computer skills using standard office software (e.g. Microsoft Office Suite) and databases.
  • Ability to work independently, use initiative and exercise judgement.
  • Demonstrated ability to maintain confidentiality and a diplomatic, professional demeanor
  • Ability to prioritize tasks, display initiative and remain flexible in a changing environment
  • Ability to satisfactorily complete a background check (including a criminal records check) as the employment offer is contingent on background clearance

WORK ENVIRONMENT

Frequently required to sit, talk and hear; manual dexterity, eye-hand coordination, and verbal communication; use of office equipment: telephones, computer, calculator, copier and fax.
