Security Clearance: Must be eligible to possess MBI (IRS Background Investigation) clearance. Active IRS MBI clearance is preferred.
Role Summary:
The Senior Program Manager (SME) provides program-level leadership, personnel direction, and fiscal oversight for the task order, and serves as a senior subject-matter expert on cybersecurity government programs and IRS Safeguards practice. This person owns financial management and the integrity of program reporting, supports staffing and retention, and feeds SME guidance into the methodology and risk workstreams.
Key Responsibilities:
- Provide supervisory leadership and personnel direction for contractor staff staffing, assignments, performance, and retention.
- Own financial management for the task order expenditure and billing tracking, financial projections, and fiscal oversight of program funding feeding the MSR.
- Ensure invoice accuracy and completeness, including the Job Summary Report (labor category, personnel, hours, rates, subtask) and the monthly contractor status roster.
- Provide senior SME guidance on Publication 1075, NIST SP 800-53, and Safeguards methodology to the technical team.
- Support the PMP and contribute program-level input to the Methodology Plan (Task 6) and the Risk Support Work Plan (Task 7).
- Interface with the COR/TPOC on program-level issues, escalations, and planning, including the Annual Planning Meeting.
Core Experience (Required):
- Demonstrated experience in a supervisory or management capacity with responsibility for managing subordinates, personnel issues, and direction.
- Relevant experience with financial management, funding tracking, and fiscal oversight of program funding.
- Demonstrated program management experience related to cybersecurity government work.
- Stakeholder and client-relationship management at the program level.
Minimum Education: Bachelor's degree or higher in any technical, business, or management discipline from an accredited college or university.
Certifications / Licenses (minimum of ONE of the following):
- CAP (Certified Authorization Professional) • CND • CompTIA Cloud+ • GSLC • Security+ CE • HCISPP • CASP+ CE • CISM • CISSP (or Associate) • CCISO
Preferred: Working knowledge of IRS organizations (infrastructure, responsibilities, programs, initiatives); prior FTI/Safeguards program experience; PMP.
