Position Overview

BizFirst is supporting our client in identifying a Senior Technical Writer to lead proposal and program documentation in support of the DHS Program Accountability and Risk Management initiative. The Senior Technical Writer collaborates with program leadership, subject matter experts, and capture teams to develop clear, compliant, and compelling documents that support proposal quality, program execution readiness, and stakeholder communication.

Our client is a specialized management consulting firm that engages experienced professionals and consultants to support the federal government with strategic project execution, financial process optimization, automation, and advanced data analytics. Through innovative solutions, they develop and implement strategies to optimize operations for defense and federal agencies, delivering critical improvements to financial oversight and operational effectiveness.


Key Responsibilities

· The Senior Technical Writer serves as the lead for writing and editing activities and oversees the efforts of less senior staff.

· Additional program-specific responsibilities as required by the PARM proposal or Performance Work Statement:

o Lead the planning, development, and delivery of proposal volumes, plans, and program artifacts that align to DHS and PARM expectations for clarity, accuracy, and compliance.

o Develop and maintain document outlines, style guides, templates, and content libraries to drive consistency and reusability across proposal and program documentation.

o Gather inputs from technical, acquisition, and management stakeholders, translate complex information into plain language, and ensure that narratives address evaluation criteria and performance outcomes.

o Edit for structure, grammar, and readability, apply consistent voice and formatting, and incorporate graphics, tables, and references that improve comprehension.

o Manage version control, schedules, and review cycles, track and adjudicate comments, and ensure timely production of compliant deliverables.

o Collaborate with capture, pricing, and solution teams to align technical, management, staffing, and past performance narratives with win themes and differentiators.

o Ensure that all documents meet security, governance, and records management requirements and that sensitive information is handled appropriately.

o Provide day to day guidance and quality checks for junior writers and coordinators and ensure a high standard of work across all assigned staff.


Required Qualifications

  • MA or MS degree.
  • More than 10 years of technical writing and editing experience supporting federal proposals and programs.
  • Current Secret clearance or higher
  • Demonstrated experience overseeing the work of less senior staff and taking responsibility for the quality of deliverables across a project.
  • Exceptional writing and editing skills with strong attention to detail, organization, and collaboration.
  • US citizenship.


Desired Skills

  • Experience with DHS acquisition and governance processes and familiarity with PARM oversight expectations.
  • Background supporting proposal development, program documentation, and stakeholder communications for federal agencies.
  • Ability to structure complex technical and management content into clear, logically organized documents that meet evaluation and compliance requirements.
  • Proficiency with Microsoft Office and collaboration tools used for document development, version control, and review workflows.
  • Strong interpersonal communication skills and the ability to coach and mentor junior staff.
