Overview

The Full Life Cycle Project Manager is responsible for supporting Simple Technology Solutions' (STS) contracts and operations by ensuring compliance, efficiency, and delivery of client-focused solutions. This role requires managing multiple contracts, coordinating operational and HR tasks, and serving as the primary point of accountability for program delivery, risk management, and client engagement of assigned contracts.

The Full Life Cycle Project Manager (PM) is responsible for overseeing the successful planning, execution, and completion of federal and commercial contracts from initiation through closeout. This role bridges contract management and project delivery, ensuring compliance with regulatory requirements while meeting client needs. The PM will collaborate closely with internal teams, subcontractors, government stakeholders, and vendors to manage risk, deliver quality outcomes, and maintain organizational compliance with federal, state, and industry standards.

The PM will collaborate closely with STS leadership, HR, Operations, Contracts, and Business Development teams to ensure adherence to federal and state regulations, company policies, and client requirements while driving process improvements and supporting the organization's strategic goals.

Responsibilities

Project Manager (Program Delivery)

  • Lead the full life cycle of projects, from initiation and planning to execution, monitoring, and closeout.
  • Serve as the main point of contact for assigned contracts.
  • Manage delivery performance across federal clients, subcontractors, and internal teams.
  • Ensure program milestones are achieved, and client expectations are met.
  • Oversee program control, task order execution, invoice reviews, and project modifications.
  • Track project performance, identify risks/issues, and implement corrective actions.
  • Support business development through proposal preparation, responses to RFPs/RFIs, and solutioning support.
  • Develop and enforce standard operating procedures (SOPs) for service delivery and continuous process improvement.
  • Manage resource allocation, project budgets, and forecasts for renewals and strategic initiatives.
  • Coordinate project schedules, resources, and deliverables.
  • Track and report on key performance indicators (KPIs), risks, and issues.
  • Provide Monthly PMR reporting
  • Foster strong client relationships and maintain alignment between user wants, client needs, and technical solutions.
  • Provide oversight on task orders and modifications, ensuring risk mitigation and compliance.
  • Assist operational process reviews to improve client service delivery.
  • Facilitate meetings, workshops, and discussions with clients and team members.
  • Coordinate with HR to ensure adherence to federal and state employment laws, FMLA, and ADA, etc. compliance.
  • Manage employee time and attendance records (leave requests, tracking, etc.).
  • Assist with payroll, reimbursements, and onboarding tasks (BHR, Unanet, JustWorks, IT coordination).
  • Support employee performance management, including performance reviews.
  • Address employee concerns in partnership with HR.
  • Provide support with resume formatting, career development, and proposal staffing needs.

Contracts

  • Maintain and organize all contract documents for STS and Joint Ventures.
  • Review and negotiate subcontracts and vendor agreements, interfacing with Prime Contractors, Subcontractors, Consultants, and Vendors.
  • Support proposal and contract start-up activities
  • Assist in compliance with federal regulations (SAM, SBA, FAR), MAS Schedule Contracts, HUBZone, and other government requirements.
  • Manage corporate business insurance and Certificates of Insurance (COIs).
  • Support delivery/task order execution through contract modifications, invoice reviews, and closeouts.
  • Participate in proposal development (NDAs, teaming agreements, requests for information, and proposals).
  • Employ automation tools (Unanet, Microsoft, Atlassian, etc.) to improve reporting, compliance, and forecasts.
  • Proactively assess critical obligations, risks, and compliance gaps.
  • Support compliance audits and certification efforts (ISO, CMMI).
  • Contribute to budgeting and forecasting of current contracts, renewals and strategic initiatives.
  • Identify opportunities for process automation and continuous improvement.
  • Provide backup support for facility management tasks (room reservations, security systems, etc.).
  • Assist with regulatory filings and reporting.
