Job Title: Project Engineer III – Electrical Power Systems
Location: Midland, TX
Schedule: Monday–Friday, 5/2 – 40 hours/week
Position Overview
We are seeking a Project Engineer III to support power and infrastructure projects in the Midland Basin. This role sits in the Projects (Tech) – Project Management & Execution family and focuses on electrical power systems and facilities that support field development.
The Project Engineer III will perform engineering design evaluations, manage multiple moderate-complexity projects, and help ensure execution within budget, scope, and schedule while meeting regulatory and company standards. The role provides technical support across the full project lifecycle and serves as a key interface between the Project Team, contractors, and external power providers.
Key Responsibilities
Core Project Engineering / EMCAPS Responsibilities

  • Perform engineering design evaluations and support projects to meet cost, schedule, and quality targets.
  • Participate in Invitation to Tender (ITT) development, bid evaluation, and contractor selection.
  • Support identification and sourcing of long-lead equipment, coordinating FEED contractor involvement.
  • Coordinate development of EMCAPS Gate 3 deliverables and the Functional Interaction Plan.
  • Coordinate project issue resolution, manage change requests, and endorse change authorizations.
  • Ensure assigned work scope is completed in line with Project Objectives and standards.
  • Engage Project Team and functions to verify design and construction are consistent with project specifications and company standards.
  • Serve as an interface between Project Team and Contractors, ensuring smooth transitions between project stages.
  • Lead the Project Management Team (PMT) in applying Project Management Systems and work processes.

Electrical / Power Systems Focus

  • Interface with cross-functional teams to understand field development plans and develop electrical load forecasts.
  • Manage multiple projects with moderate complexity from concept through post start-up, including:
    • Options analysis and selection
    • Design and drawing creation
    • AFE development and management
    • Procurement support
    • Construction and commissioning/start-up support
    • Post start-up modifications and optimization
  • Evaluate electrical transmission, substation, and distribution infrastructure to determine required upgrades or new facilities to support loads.
  • Work directly with external electrical service providers (e.g., Oncor, AEP, Xcel) to ensure power availability and alignment with project needs.

Required Education

  • Bachelor’s degree (or higher) in Engineering from an ABET-accredited program
    • Electrical Engineering strongly preferred

Required Experience & Skills

  • Experience across multiple assignments in engineering, construction, and project management/controls.
  • Prior Project Management experience, including oversight of third-party engineering firms.
  • Demonstrated ability to manage multiple concurrent projects of moderate complexity.
  • Strong analytical skills, attention to detail, and proactive problem-solving.
  • Effective communication and collaboration with multi-discipline and cross-functional teams.
  • Proficiency in MS Office, especially Excel and PowerPoint.
  • Excellent English communication skills (read, write, speak).

Preferred Experience & Skills

  • 5–10 years as an electrical power systems engineer designing or supporting medium and/or high-voltage equipment in oil & gas, utility, mining, or manufacturing.
  • Understanding of power system concepts such as load flow, voltage regulation, harmonics, protective relay coordination, etc.
  • Experience selecting and specifying electrical equipment: transformers, switchgear, reclosers, protective relays, HV/MV cables, etc.
  • Knowledge of ERCOT and/or SPP grid design, operation, and capabilities.
  • Familiarity with microgrids, cogeneration, and renewable energy integration.
  • Experience creating or managing electrical models using tools such as Milsoft WindMil, ACSELERATOR, PSCAD, ETAP, SKM Power Tools, or similar.
  • Strong leadership, influencing, and interpersonal skills; well-organized with excellent planning and interface capabilities.
  • Ability to adapt to tight deadlines, heavy workloads, and shifting priorities.
