Job SummaryHarris County is seeking a detail-oriented and professional Technical Writer to support the development, organization, and maintenance of technical and administrative documentation. This position plays a key role in ensuring that departmental policies, procedures, safety manuals, and operational guides are accurate, compliant, and accessible to both internal staff and external stakeholdersResponsibilities:
- Develop and update departmental policies, standard operating procedures (SOPs), employee manuals, and training materials.
- Translate complex human resource policies, transportation, and compliance information into clear, professional documents.
- Collaborate with Human Resources, Safety, and Operations teams to ensure consistency and compliance with city, state, and federal regulations.
- Maintain document control systems, version histories, and formatting standards.
- Support internal communication efforts by preparing announcements, briefings, and reference materials for staff use.
- Ensure all documentation meets accessibility (ADA) and public disclosure standards.
- Assist with audits, compliance reviews, and HR-driven policy updates.
Qualifications and Requirements:
- Bachelor’s degree in Human Resources, Communications, English, Technical Writing, or Public Administration.
- Minimum 3 years of experience in technical writing, documentation management, or HR communications, preferably in a government or transportation setting.
- Strong understanding of HR policies, compliance documentation, and administrative writing standards.
- Exceptional attention to detail, grammar, and document organization.
- Proficiency with Microsoft Office Suite, SharePoint, or similar document management platforms.
- Ability to collaborate effectively with multidisciplinary teams.
Preferred:
- Familiarity with public HR and compliance regulations.
- Experience writing grant documents, policy updates, or training materials.
- Knowledge of transportation operations, safety programs, or infrastructure terminology
