Operations Systems & EFB Program Manager

**Future Opportunity**

CSEngineering is seeking an Operations Systems & EFB Program Manager to provide Advisory and Assistance Services (A&AS) in support of a federal aviation operations program. This role supports non-flying operational duties within an operational flying organization, with primary responsibility for managing the Electronic Flight Bag (EFB) program, associated mobile device management systems, digital publications, and related standardization/evaluation support functions.

Contractor support is intended to offset manpower reductions and reduce workload on operational personnel, enabling them to focus on primary mission execution responsibilities.

JOB RESPONSIBILITIES

Serve as the primary EFB Program Manager at the organizational level, with responsibility for overall administration, compliance, and lifecycle management of the EFB program in accordance with governing instructions and configuration control guidance.

Act as liaison between operational units and higher-level program offices for EFB policy, configuration updates, workflow submissions, and compliance tracking.

Maintain and update EFB manager appointment documentation and ensure proper routing, archiving, and record management.

Perform system administration functions using approved Mobile Device Management (MDM) platforms (e.g., BlackBerry UEM or successor systems), including:

  • Adding and removing user accounts
  • Configuring and issuing devices
  • Resetting, updating, and patching devices
  • Tracking lost or stolen equipment
  • Conducting device audits to ensure compliance

Administer aviation software platforms (e.g., electronic flight planning and FLIP applications), including account provisioning, configuration control, and user support for worldwide publication access.

Manage maintenance, upgrades, patching, and restoration activities that exceed unit-level capabilities.

Coordinate with standardization/evaluation representatives and technical publication custodians to ensure all standalone systems and digital platforms contain current and standardized:

  • Technical orders
  • Flight Information Publications (FLIP)
  • Directives and aircrew information files
  • Special interest items and related documentation

Ensure publications are standardized and available across standalone systems, shared drives, and collaboration platforms (e.g., Microsoft Teams and SharePoint).

Distribute updates and notifications to aircrew regarding publication changes, software updates, procedural modifications, or system issues.

Manage commercial internet connectivity services required to support EFB operations, serving as the primary liaison with Internet Service Providers (ISP) to troubleshoot outages, coordinate repairs, and maintain network availability.

Coordinate with resource advisors to:

  • Forecast sustainment costs
  • Maintain inventory levels of EFB hardware and peripherals
  • Support annual budget planning processes

Serve as equipment custodian for all EFB-related assets, maintaining accountability through inventory tracking systems and overseeing proper decommissioning through approved IT and property disposal channels.

Manage hardware refresh initiatives, including:

  • Inventorying new equipment
  • Enrolling devices in approved enrollment programs
  • Configuring devices within MDM systems prior to operational use

Monitor operating system releases, software updates, and emerging technology changes to anticipate obsolescence risks and develop mitigation strategies.

Participate in future capability planning discussions, including EFB integration, connectivity expansion, and long-term sustainment forecasting.

Generate required reports and documentation, including:

  • EFB Audit Reports
  • EFB Sustainment Reports

Support administrative duties associated with standardization and evaluation programs as required.

EFB Audit Reports EFB Sustainment and Budget Forecast Reports Device Inventory and Accountability Logs MDM Compliance and Audit Documentation Publication Currency Verification Records Equipment Custodian Documentation Training and Access Certification Records Standardization and Evaluation Administrative Reports.

REQUIRED QUALIFICATIONS

Security Clearance: Secret Clearance.

  • Minimum of two (2) years of experience administering Mobile Device Management (MDM) systems (e.g., BlackBerry UEM or similar enterprise MDM platforms).
  • Minimum of two (2) years of experience managing electronic flight publications, aviation software platforms, or comparable mission-critical digital systems.
  • Minimum of two (2) years of experience supporting Squadron, Group, or Wing-level operations, training, or standardization/evaluation programs, OR Minimum of three (3) years of experience supporting a DoD-equivalent aviation operations or technical program involving device management, publications control, or IT system administration.
  • Experience with Microsoft Teams, SharePoint, and enterprise collaboration platforms.
  • Experience in IT asset management, lifecycle planning, and configuration management preferred.
