JOB SUMMARY: Responsible for providing assistance to Pulaski County residents with voter registration, including updates, changes, filing, mailing out, and receipt of absentee ballots; identification and verification of appropriate voter districts for addresses within Pulaski County; maintaining district maps for election purposes; and production of voter listings for polling locations.

ESSENTIAL JOB FUNCTIONS:

  • Assists the public in the completion of forms for voter registration, ensuring all information listed is correct; issues voter registrations; scans voter registrations and enters them into a state-controlled database; and makes address and name changes in voter database.
  • Processes electronically transmitted voter registrations, addresses changes, and death notices received from various government agencies; checks for duplicate entries; corrects addresses in existing records by signature verification; checks for felony convictions and removes voters when necessary; and notifies registrants by mail.
  • Provides general voter information to the public in person, by telephone, and by electronic means, including precinct number, election eligibility, voting locations, absentee regulations and procedures, and election laws; and sends requests for updated information to registrants as needed.
  • Assembles and mails out absentee packages that include instructions and ballots; receive absentee ballots, then file marks, logs, and stores them in the ballot box until Election Day; and meets deadlines set by federal law.
  • Receives applications for absentee ballots, reviews for completeness, and verifies registration for each applicant.
  • Coordinates with representatives picking up ballots for absentee voters, such as nursing home administrators, ensuring both voters and representatives have completed all necessary documentation.
  • For each election, generates, assembles, and binds poll books and lists of eligible voters for each voting location, divided into geographic areas.
  • Attends naturalization ceremonies and voter registration drives to assist with voter registration of new citizens and answer questions from the general public.
  • Follows the National Voter Registration Act in purging inactive registrations from the database after repeatedly attempting to contact voters and sending notifications of cancellation.
  • Verifies petitions for elections, ensuring that there were sufficient signatures collected and that candidates and voters are in the proper district.
  • Processes early voters during each election, answering questions from poll workers during elections on the precinct and ballot styles, and providing general customer service.
  • Review the voting history of each registered voter after each election; import it into the voter registration database.
  • Updates departmental maps to reflect new streets and subdivision development, annexations, and changes in street address assignments; performs file maintenance within the system on street address additions and changes using information from various government agencies; identifies appropriate voter district for each new street; coordinates with other agencies to ensure accuracy; and makes changes as necessary.
  • Compiles statistical information for state agencies, candidates, private sector companies, and FOIA requests as needed.
  • Inputs information received from Election Commission regarding election details, precinct changes, and ballot styles; provides the Election Commission with mandated reports as required by law; and enters election results as provided by Election Commission.
  • Assists with training additional staff in accessing voter registration records to enable their assistance during peak election periods.
  • Obtains voter registration records from storage as needed.
  • Utilizes maps when new data is received regarding new subdivisions, street additions, developments, capital improvement projects, zoning requirements, and other projects to ensure the voter database is accurate.
  • Prepares voter records for entry into an automated data processing system; assigns street segment identification to new segments as needed.
  • Conducts research to determine ownership; assigns address and ensures precinct and district are accurate for voting purposes.
  • Utilizes Geographic Information System (GIS) software, Pulaski Area Geographic Information System (PAgis), and DataScout Systems to maintain the voter database; inputs changes as required.
  • Ensures voters are accurately assigned to the correct districts by integrating mapping data from multiple sources.
  • Receives information and data from outside agencies; converts received information for entry into the GIS System.
  • Develops and maintains the addressing databases for use in voter registrations.
  • Ensures map boundaries for multiple schools, senate, and judicial districts are correct and the voter database is accurate.
  • Completes special projects to include researching and creating display maps as requested.

WORKING CONDITIONS: Duties are performed primarily in a smoking-restricted office environment. Occasional attendance at meetings and functions with outside agencies is required. Overtime may be required during election work periods.

MINIMUM QUALIFICATIONS:

REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES:

    • Considerable knowledge of the information and processes required for voter registration.
    • Considerable knowledge of election law as it applies to absentee voting.
    • Good knowledge of detailed, computerized, and manual record-keeping processes.
    • Good Knowledge of Criminal Court rules and the effect of conviction on voting rights.
    • Some knowledge of election laws, regulations, and ordinances governing the election process.
    • Some knowledge of voter precinct and district boundaries and procedures used to determine boundaries.
    • Ability to provide excellent customer service.
    • Ability to read and interpret maps and locate addresses.
    • Ability to accurately verify the information and locate inconsistencies.
    • Ability to maintain detailed record-keeping systems.
    • Ability to communicate effectively in writing concerning absentee voting.
    • Ability to communicate effectively in writing, over the phone, and via electronic means.
    • Ability to provide excellent customer service.
    • Ability to maintain discretion regarding privileged information.
    • Ability to attend work regularly and reliably.
    • Skill in the operation of a PC.
    • Skill in the use of Microsoft Word and Excel.
    • Skill in the digitization of documents.
    • Skill in manipulating file sizes to meet system requirements.

PHYSICAL REQUIREMENTS:

    • Digital dexterity is sufficient for the operation of a keyboard and mouse.
    • Visual acuity is sufficient for normal office activities, including the use of a PC.
    • Ability to communicate effectively orally individually and in groups, in person, and by telephone.
    • Ability to stand for extended periods of time.
    • Ability to lift and carry loads up to 20 pounds.

EDUCATION AND EXPERIENCE:

Completion of high school or GED equivalency; some work experience with voter registration, election processes, or a related area; or any equivalent combination of experience and training which provides the required skills, knowledge, and abilities.
