Essential Functions
- Prepare, maintain, and update payroll schedules; assist with payroll reconciliations and provide supporting documentation for annual audits.
- Reconcile bank accounts for various funds.
- Prepare cash balance statements and financial reports.
- Review daily revenue collections and prepare daily deposit slips.
- Audit accounts of all departments authorized to collect funds.
- Analyze departmental accounting procedures.
- Audit business financial records within to verify accuracy of license and liquor license payments.
- Maintain general and subsidiary ledgers.
- Prepare statements of appropriations and expenditures.
- Assist with schedules, account reconciliations, and other tasks related to annual audits.
- Prepare departmental and miscellaneous bills (weeds, parking garage, etc.).
- Administer bi-weekly and monthly payroll processing, ensuring accuracy, timeliness, and compliance with laws, policies, and collective bargaining agreements.
- Maintain payroll records including hires, terminations, salary changes, overtime, leave, and other pay-related updates while ensuring confidentiality.
- Calculate and process benefit deductions, retirement contributions, and other with holdings per federal, state, and local requirements.
- Prepare and submit payroll tax filings and ensure compliance with IRS, state, and local regulations.
- Coordinate with HR and Finance to ensure accurate data entry and resolve payroll discrepancies.
- Respond to employee inquiries regarding pay, leave balances, and deductions.
- Prepare and review year-end payroll information (W-2s, 1099-Rs, and related reporting).
- Develop and maintain payroll procedures to support efficiency, accuracy, and internal controls.
- Provide support to the Finance Department on special projects as assigned.
Qualifications
- Bachelor’s degree in Accounting.
- Experience in accounting, preferably governmental accounting.
- Strong knowledge of accounting and auditing theory, principles, and practices.
- Thorough understanding of accounting principles, best practices, and account classification.
- Strong attention to detail.
- Excellent organizational, interpersonal, and communication skills.
- Ability to maintain complex financial records and prepare clear and comprehensive financial reports.
