Overview
JST is currently seeking a Program Manager who will provide management, direction, administration, quality assurance and leadership.
This is a full-time on-site position in Alexandira, VA. JST offers a full benefit package, a collaborative work environment and strong company culture. Veterans and military spouses are encouraged to apply. This position is contingent upon contract award.
Program Manager Responsibilities
- Governance & Cadence: Stand up and chair weekly status, monthly technical, and quarterly planning reviews; drive action logs and decisions.
- Planning & Control: Maintain PMP, QMP, WBS, and IMS; track EV/cost burn by CLIN; manage risks/RAID; enforce AQL/SLA performance and quality gates.
- Stakeholder Engagement: Coordinate cross-directorate O&E strategy, stakeholder affairs, and communications alignment; integrate insights into plans and campaigns.
- Reporting & Dashboards: Produce WSRs/MSRs, topline summaries, ad hoc HHQ/Congressional responses; oversee analytic dashboards and KPI scorecards; ensure MTAR usage and traceability.
- Compliance & Standards: Ensure Section 508/WCAG conformance, records/privacy, and alignment to DoD/MC&FP policies; coordinate with security leaders on RMF/ZTA impacts to delivery.
- Change & Continuous Improvement: Institutionalize test-and-learn, KPI reviews, and corrective actions to improve outcomes and efficiency over option years.
Program Manager Qualifications
- 10–15+ years leading large Federal programs (> $25M TCV) with multi-workstream scope; proven success in FFP + T&M environments.
- PMP (required).
- ITIL® 4 Foundation (preferred); SAFe®/Scrum Master (preferred).
- BA/BS required; advanced degree preferred.
- Excellent communication with senior Government stakeholders; strong vendor/subcontractor management.
- Demonstrated leadership of integrated O&E + digital platform initiatives and cross-functional teams (content, social, UX, analytics, cloud/DevSecOps).
- Expertise establishing executive dashboards, KPI frameworks, and data-driven decision cycles.
- Experience with AWS GovCloud programs and coordination with RMF/ATO stakeholders (preferred).
Required Clearances and Screenings
- MUST possess a minimum of a Public Trust clearance (Secret eligibility preferred).
- MUST be able to successfully pass a drug screen and background check
