JPI is seeking a Senior Program Management Consultant who will serve as the deputy program manager for the standup of a new Program Management Office (PMO). This high-visibility position supports a priority initiative at a larger government agency. The consultant will lead PMO design, coordinate across multiple workstreams, and ensure successful delivery of all standup activities.

Responsibilities Include:

  • Design organizational structure, governance processes, and operating procedures for new PMO
  • Develop PMO charter, roles and responsibilities, and decision-making authorities
  • Establish performance metrics and reporting frameworks
  • Identify and mitigate risks throughout standup process
  • Develop and maintain integrated master schedule (IMS)
  • Coordinate dependencies across contract management, facilities operations, and organizational development workstreams
  • Track milestones, critical path activities, and deliverable deadlines
  • Provide regular status updates and variance analysis
  • Adjust plans based on emerging issues and changing priorities
  • Develop executive briefings for CRSO, DCRSO, Secretary, OMB, and Congressional audiences
  • Create compelling narratives supported by data and analysis
  • Translate technical details into strategic messaging appropriate for senior leadership
  • Prepare talking points, white papers, and decision memos
  • Support preparation for high-stakes meetings and presentations
  • Facilitate working sessions with OCRSO divisions (PTO, A&L, RMS, EED), GSA, and Components
  • Coordinate with former F&OS Executive Director and federal leadership on strategic decisions
  • Manage stakeholder communications and expectations
  • Lead problem-solving sessions to address cross-functional issues
  • Build consensus across diverse stakeholder groups with competing priorities


Requirements:

  • Minimum 8 years of program management experience in federal government environment
  • Proven experience standing up or restructuring program management offices
  • Experience managing complex, multi-workstream initiatives with aggressive timelines
  • Demonstrated success coordinating across organizational boundaries
  • Experience supporting DHS or similar large federal agency strongly preferred
  • Bachelor's degree required; Master's degree in business, public administration, or related field preferred
  • PMP, PgMP, or similar program management certification highly desirable
  • DHS EOD preferred
