Position Information:
BreakForth Solutions is seeking an experienced Workforce Services Program Analyst to support the effort of the team supporting our federal customer’s Office of the Chief Information Officer (OCIO) senior executives and front office. The candidate should have experience providing operational and analytical support to manpower initiatives. Experience working in Federal IT organizations is preferred.
Essential Functions
This role will be responsible for performing tasks such as but not limited to:
- Analyze and interpret workforce and manpower data to identify trends, gaps, and risks.
- Develop dashboards, reports, and data visualizations using Excel and Power BI to inform leadership decision-making.
- Maintain workforce tracking tools and databases to ensure data integrity and accuracy.
- Provide recurring and ad hoc reporting in support of senior leadership inquiries, workforce reviews, and strategic planning initiatives.
- Support workforce forecasting and trend analysis aligned to mission requirements.
- Support strategic workforce planning efforts, including skills analysis, position management, staffing projections, and succession considerations.
- Assist with manpower documentation, organizational charts, staffing models, and FTE tracking.
- Support alignment of workforce initiatives with organizational priorities and IT modernization efforts.
- Participate in planning and coordination meetings to validate project requirements and manpower implications.
- Coordinate with internal stakeholders and external support offices to ensure timely processing of personnel actions and workforce requirements.
- Support compliance with applicable federal workforce policies and internal guidance.
- Consult and coordinate with Sponsor stakeholders to validate requirements, resolve issues, clarify tasking, and identify new resource or training needs.
- Develop formal documentation, reports, executive correspondence, and briefing materials using Microsoft Word and PowerPoint.
- Track action items and ensure completion of deliverables within established timelines.
- Develop and manage dashboards using Power BI.
- Use Microsoft Forms for data collection and workforce surveys.
- Support coordination within applicable Personnel Security Suites and workforce tracking systems.
Education/Skills/Experience Requirements:
- Bachelor’s degree in Business Administration, Public Administration, Human Resources, Information Technology, or related field.
- Minimum Experience: three (3) years of relevant experience in workforce analysis, manpower management, HR operations, or program analysis in support of a federal organization.
- Education/Experience Equivalent: Associate’s degree + 5 years relevant experience, OR High School Diploma + 7 years relevant experience.
- Demonstrated experience performing data analysis using Microsoft Excel (e.g., pivot tables, formulas, data validation, reporting tools).
- Familiarity with federal manpower and workforce regulations, including OPM guidance and federal staffing processes.
- Experience supporting personnel security processes and tracking systems.
- Experience building interactive dashboards in Power BI.
- Experience developing reports, formal documentation, and executive-level correspondence.
- Strong organizational skills with the ability to manage multiple concurrent tasks in a high-visibility environment.
- Excellent written and verbal communication skills.
- Ability to synthesize complex data into clear, actionable insights.
- Ability to work independently with minimal supervision.
- Strong stakeholder coordination and customer service orientation.
Desired Knowledge/Skills
- Experience supporting Federal IT organizations or Chief Information Officer (CIO) environments.
