RESIDENT LIAISON - GOLDEN INN VILLAGE SENIOR DEVELOPMENT (SANTA YNEZ)
30 paid hours per week (benefit eligible) plus an additional 10 hours per week performing site manager duties compensated by housing in a rent-free unfurnished studio apartment with paid utilities.

POSITION SUMMARY: Resident Liaison holds office hours (30) hours per week Monday - Friday. In addition to paid office hours, site manager duties are performed up to 10 hours per week during daytime, evening and weekends. Resident Liaison assists in the daily operation of the housing development. Organizes and supervises services and educational activities for the residents, which promote a sense of community, facilitates working together and enhances their ability to act on their own behalf. Perform routine clerical, secretarial and administrative work in answering telephones, responding to email, receiving residents and the public, providing customer assistance, scanning digital and paper files into a data management system, and maintaining organized document retention and record-keeping. Perform site manager and custodial duties during the daytime, evening and alternating weekends. Call in work orders for needed repairs, post notices and perform cleaning, litter removal and custodial duties.
SUPERVISION RECEIVED AND EXERCISED:
Receives immediate direction and supervision from the Regional Housing Manager.
ESSENTIAL FUNCTION STATEMENTS – Essential and other important responsibilities and duties may include, but are not limited to the following:
Essential Functions:
- Perform clerical, secretarial and administrative work in answering phones, responding to email, receiving the public, providing customer assistance, data processing, and record-keeping.
- Perform a general evaluation of applications for initial and ongoing program assistance and gather all supporting documents from clients, such as income, assets, and personal identification documents; verify reported financial information and references through third party sources; submit complete packets to resident housing program specialists.
- Explain Authority resident programs to participants and community groups.
- Call in work orders to maintenance staff for observed maintenance items, may include but is not limited to walkway lights out, irrigation malfunctions, uneven sidewalks
- Post notices arm/disarm alarms, lock/unlock common areas.
- Perform cleaning and litter removal in common areas may include but is not limited to exterior grounds, community rooms, laundry facilities, washers and dryers, computer rooms, bike storage.
- Monitor the complex regularly. Maintain an observation log and report activity to housing management.
- Report emergencies to the local fire, police and/or Sheriff and contact Housing Manager immediately.
- Operate a security system.
- Issue parking citations.
- Inspect fire extinguishers/Narcan boxes and first aid kits, assist with annual fire drills, document as required and notify safety coordinator.
- Assist in coordinating and organizing resident education/recreation activities as assigned.
- Assist in developing, planning, marketing, evaluating and implementing programs and events for residents that promote self-sufficiency and enhance quality of life. Coordinate services with resident services and community agencies.
- Promote a sense of team and establish and maintain positive working relationships with community agencies, contractors, housing authority staff and residents.
- Along with Housing Management effectively mediate and facilitate resolution to tenant complaints
- Ensure effective communication with resident groups; deliver packets, notices, newsletters and flyers.
- Prepare common areas and community rooms resident activities, making sure the facility is clean and secure at the end of the event; attend resident meetings.
- May participate in the recommendations, development and design of policies related to occupant activities.
- Point of contact for emergencies outside of business hours.
- May be required to serve 3- or 14-day notices to Pay or Quit and testify that notice was served
- HASBARCO is considered a public district, and all employees are designated as disaster service workers (DSWs). Signing the California Loyalty Oath and fulfilling its obligations is a condition of employment.
QUALIFICATIONS:
- Conflict management and team building skills
- Entry level clerical skills; phone etiquette, computer knowledge, business writing
- Proper use of dry, liquid, aerosol chemicals; Proper use of Personal Protective Equipment (PPE); Occupational hazards and standard safety practices
- Must have the ability to effectively serve resident population groups, demonstrating patience, compassion and respect.
- Ability to explain and consistently enforce housing rules and regulations.
- Ability to understand the basic principles of programs administered by the PHA (PBV, HOME, CTAC). Develop strong YARDI skills within 3 months of employment in the position.
- A team player that embraces responsibility and accountability.
- ADA and Fair Housing Law knowledge.
- Successful completion of criminal background check, physical and drug test
Experience and Training Guidelines - Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience: Two years of customer service experience; on-site reception at a senior development and/or property management experience desirable but not required.
Training: Graduation from high school or GED equivalent with specialized course work in psychology, sociology, criminal justice.
WORKING CONDITIONS:
The working conditions described here are representative of those an employee may encounter while performing the essential functions of the job.
Environmental Conditions: public contact; indoors and outdoors with minimal exposure to weather conditions; unit visits, supplies used in cleaning.
Physical Conditions: Essential and marginal functions may require maintaining physical condition necessary for moving about the housing development, climbing stairs, bending, stooping, sweeping; light to moderate lifting and carrying up to 25 pounds.

The position includes an unfurnished studio apartment with paid utilities to be used as a full-time residence in exchange for property oversight. The dwelling unit has maximum occupancy standards of two (2) household members including the Site Manager. Failure to meet job requirements will result in loss of residence as well as loss of employment. Site managers must follow all established policies and house rules for the property. Presence on a regular basis is an important factor in fulfilling the obligations of employment. The Housing Authority and all its properties fall under the provisions of the drug-free workplace act.
