This is a highly complex professional and difficult administrative position responsible for promoting economic vitality within Radnor Township. The Economic Development Manager is a member of the Township’s Engineering & Community Development Department, working under the direction of the Township Engineer, and collaborating with the Township’s Chief of Planning & Zoning, GIS Coordinator, Engineering Supervisor, Chief Building Official and other staff members to proactively engage with the private sector to create an environment of sustainability and growth in Radnor Township.The Economic Development Manager is responsible for driving economic growth and development within Radnor Township. This role involves creating and implementing strategies to attract and retain businesses, foster job creation, and enhance the overall economic vitality of the Township. The Economic Development Manager will work to make Radnor a great place to live and do business by:

RESPONSIBILITES
- Strategy Development: Develop and execute strategic plans to attract new businesses, retain existing businesses, and stimulate economic growth in targeted sectors.
- Business Attraction: Identify and engage potential businesses and investors, promote Radnor’s economic advantages, and support the negotiation of incentives and agreements. Designs marketing campaigns designed to support business development, and business retention.
- Partnerships and Collaboration: Build and maintain strong relationships with local businesses, community leaders, economic development organizations, and other stakeholders.
- Project Management: Oversee and coordinate various economic development projects, ensuring they align with township goals and objectives.
- Market Analysis: Conduct research and analysis on economic trends, market conditions, and competitive factors to inform strategic decisions.
- Incentives Management: Establish, administer, and manage economic incentives programs, including tax credits, grants, and other financial assistance, as they may become available (none currently exist today).
- Community Engagement: Organize and participate in community events, workshops, and meetings to promote economic development initiatives and gather feedback.
- Policy Development: Collaborate with members of the Engineering & Community Development Department and other departments to develop policies and regulations that support economic growth and development.
- Prepare reports on economic development and redevelopment activities for Township Manager, Department Head, and Board of Commissioners.
- Responds to requests for information from business prospects and assists potential new business in site selection; coordinates key activities to facilitate the location process.
Main Street Matters: Required to attend various training and technical assistance sessions offered by DCED or PDC (at DCED’s request), a minimum of three (x3) manager meetings per year, five (x5) academy sessions, monitoring assessments of designated programs, and reporting as required by any grant received by the Township to support the Economic Development Manager position and initiatives.QUALIFICATIONSA bachelor's degree from an accredited college or university in business administration, economic development, marketing, municipal planning or a related field. At least five (5) years of progressively responsible experience in economic development, marketing, business attraction, community development, planning or a related field. Any equivalent combination of training, education, and experience that provides the required skills, knowledge and abilities. An equivalent combination of education and experience demonstrating considerable knowledge and exposure to the principles and practices of economic and community development programs may be considered.Ability to obtain state regulated certifications.Good working knowledge of Microsoft Office, Word, Excel and Outlook software for word processing, spreadsheet, database and electronic mail functions.Excellent negotiation, written and interpersonal communications skills, with the ability to deal effectively with elected officials, developers, members of the business community, residents, media, fellow staff, and federal, state, and county regulators.Must have a valid Pennsylvania Driver’s License at the time of employment.PHYSICAL REQUIREMENTSThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
