Administrator (Agency Director)
Part-Time to Full-Time | Monthly Retainer During Pre-Licensure | Flexible | High-Degree of Autonomy
Home Helpers Home Care of Durham & Chapel Hill is preparing for its launch, and we are searching for a motivated, experienced Administrator/Agency Director who wants to take on a meaningful leadership role in building a new home-care agency from the ground up.
Joining at the pre-licensure phase means you will help shape nearly every aspect of how our agency operates—from policies and workflows to culture, client experience, and staff structure. Before licensure, the workload will involve light, flexible administrative and planning hours, which can be completed remotely alongside other responsibilities and commitments.
To ensure predictability, we offer a monthly retainer during this stage. Once licensure is approved, the position will transition full-time and on-site. This role is perfect for a self-directed professional who thrives in a start-up environment, enjoys creating order from scratch, and wants to use their healthcare leadership experience to build an agency centered on dignity, compassion, and supportive care.
ESSENTIAL JOB FUNCTIONS/RESPONSIBILITIES
1. Responsible for the daily operations of the organization.
2. Shall be available at all times either on the organization’s premises or available by telephone.
3. Ensure accuracy of public information materials and activities.
4. Ensure the organization complies with all applicable local, State and Federal laws.
5. Ensure action is taken on reports and recommendations of authorized planning and/or identified improvement processes.
6. Implement an effective budgeting and accounting system.
7. Employ qualified personnel and ensure adequate personnel education and evaluations.
8. Designate a supervisor for home care services.
9. Ensure appropriate staff supervision during all operating hours.
10. Appoint a similarly qualified alternate to be available at all times during operating hours in the absence of the administrator. The qualified alternate shall have the authority and responsibility for the administrative direction of the organization. The qualified alternate shall
meet the same qualifications of the Administrator. (In the event of a vacancy, the Administrator or Owner shall notify the North Carolina
Department of Health and Human Service within five (5) working days of the vacancy. The name of the replacement Administrator shall be submitted to the North Carolina Department of Health and Human Service.)
11. Ensures proper maintenance of client records as prescribed and in compliance with local, state and federal laws.
12. Maintain statistical records, such as:
A. The number of home care staff, and their full-time equivalents including administrative, clerical, professional and paraprofessional and their total number of units of services.
B. Client demographics, including county of residence and age
C. Number of units of service by applicable service category.
POSITION QUALIFICATIONS
1. An individual who has at least two(2) years of administrative, management, or supervisory experience in home health or related setting including assisted living, rehabilitation, or nursing home.
2. An individual who holds a bachelor’s degree in health, business or public administration science and has at least one (1) year of supervisory or management experience in-home care or other licensed health care program.
3. Complies with accepted professional standards and practice.
4. Has presented a pre-employment physician's health clearance including a negative TB skin test or CXR and other tests as required by organization policy.
5. Must be a licensed driver with an automobile that is insured in accordance with state and agency requirements and is in good working order.
6. Has satisfactory references from current employers and professional peers.
7. Has excellent observation and communication skills.
8. Is self-directed with the ability to work with little supervision.
9. Is flexible and cooperative in fulfilling obligations.
