Job Title: Program Manager - Marine Corps Housing and Real Estate Support
Location: Washington, DC (Hybrid: Onsite at MCICOM HQ with remote flexibility; occasional CONUS/OCONUS travel)
Clearance: Active Secret clearance and U.S. citizenship required.

Overview: Join Heartland Consulting as a Program Manager supporting the U.S. Marine Corps Installations Command (MCICOM) in delivering expert program management for housing and real estate initiatives. You will lead a dynamic team to provide policy guidance, financial analysis, and strategic support, ensuring seamless execution of family housing, unaccompanied housing, and real estate transactions including analysis and strategic support for Public-Private Venture (PPV) housing programs and ongoing housing privatization initiatives across the Marine Corps enterprise. With 10+ years of specialized experience, you'll drive mission success in a fast-paced federal environment, contributing to senior leadership decisions that optimize Marine Corps assets.
Key Responsibilities:
- Lead program management support, including proactive discussions on task planning and execution to meet MCICOM GF Housing Branch goals.
- Conduct kick-off meetings and develop comprehensive Program Management Plans (PMP), Quality Control Plans (QCP), and deliverables like Weekly Activity Reports (WAR), Monthly Status Reports (MSR), and Quarterly Program Management Reviews (PMR).
- Oversee team performance, ensuring high-quality, timely deliverables such as briefs, minutes, and data calls while maintaining compliance with DoD directives.
- Manage stakeholder coordination, including Government-initiated discussions, to identify trends and strategic alternatives for housing and real estate programs.
- Ensure non-personal services compliance, notifying the COR/KO of any perceived issues, and foster a collaborative environment for program improvements.
- Support and lead analysis of housing privatization initiatives, including Public-Private Ventures (PPV), Enhanced Use Leasing (EUL), and other public-private partnership models; conduct business case analyses, financial feasibility assessments, and strategic recommendations to inform enterprise-wide housing transformation efforts.
Qualifications:
- Experience with DoD housing privatization programs (e.g., PPV), public-private partnerships (P3), or large-scale real estate portfolio transformation highly desired.
- Bachelor's degree in Business Administration, Project Management, or related field (Master's preferred).
- 10+ years of specialized experience in program management for federal/DoD contracts, including financial analysis, business process development, and asset management.
- Proven expertise in PMP/QCP development, stakeholder engagement, and tools like Microsoft Office, TMT (Task Management Tool), and data analytics platforms.
- Strong communication skills, with experience preparing decision-ready briefs for senior leadership.
- PMP certification or equivalent highly desired.
