Position Summary:
Fusion is seeking a Training & Exercises Specialist IV with an active TS/SCI to lead instructional design, workforce development, and exercise planning for a mission-focused federal readiness program. This role drives course improvement, training plan development, exercise design, and performance support initiatives that sustain readiness across a cleared operational workforce.
Key Responsibilities:
- Conduct analysis, design, development, review, revision, and maintenance of training materials, instructor guides, student materials, job aids, and evaluation tools.
- Develop recommendations for course improvement based on policy updates, operational changes, evaluation results, after-action reports, and identified performance gaps.
- Coordinate course schedules, instructor assignments, and distribution of finalized training timelines.
- Support qualification and recurring development of the workforce through structured instruction, on-the-job training, site visits, readings, assessments, and testing.
- Lead development of exercise support materials, including exercise plans, objectives, scorecards, controller guidance, and associated preparation products.
- Execute exercises by conducting pre-coordination activities, facilitating participant briefings, delivering injects, and supporting control and evaluation activities.
- Develop and deliver required tabletop exercises in accordance with established monthly production timelines.
- Prepare schedules, agendas, presentations, and handouts that support recurring training boards and governance meetings.
- Support annual validation of performance qualification guides and associated training requirements.
- Coordinate training itineraries for new workforce members and provide escort and mentoring support throughout required phases.
- Prepare and submit required exercise notifications and pre-exercise coordination documentation.
- Provide exercise controllers, evaluators, and role players with required preparatory materials and briefings.
- May perform additional mission-aligned duties as required to support program objectives.
Required Experience & Education
- Bachelors degree in education, instructional design, emergency management, organizational development, or a related field preferred.
- Minimum 7 years of experience in facilitation, exercise planning, instructional design, training development, or readiness program execution.
- Experience designing and delivering performance-based training in secure or operational environments.
- Demonstrated ability to design exercise scenarios, injects, evaluation materials, and after-action support products.
- Experience with data collection, training feedback analysis, and translating lessons learned into improved courseware.
- Strong writing, facilitation, and stakeholder coordination skills.
Preferred Qualifications
- Experience leading training programs for mission-essential or continuity-related roles.
- Familiarity with instructional design methodologies such as ADDIE and performance qualification frameworks.
Security Clearance Requirements
- Candidates must have an active TS to be considered.
- Must be able to obtain and maintain SCI access and SAP eligibility/indoctrination as required for assigned duties.
Work Conditions & Physical Requirements
- Work is primarily performed onsite in secure government facilities in the National Capital Region.
- Work schedules may include coverage between 0500 and 2000 Monday through Friday, with evening, weekend, and holiday support as mission requirements dictate.
- Short-notice travel within and outside the continental United States may be required based on operational needs.
- Employees must comply with installation access, badging, operational security, and classified material handling requirements at all times.
- May be called upon to instruct modules directly when primary instructors are unavailable.
- This position supports a high-visibility federal mission and is expected to remain fully compliant with customer security, access, and performance requirements.
- Applicants should be prepared to provide evidence of active clearance status and relevant experience supporting government or defense organizations.
