Job Summary This position is responsible for providing strategic and administrative leadership for Regional Youth Services for Catholic Charities Walla Walla. Key responsibilities include direct oversight of The Loft, coordination of Host Homes and Youth outreach services, and ongoing development and administrative oversight of The Spark, our newly launched Resource Center for youth and young adults. Specific day-to-day duties include, but are not limited to day-to-day oversight, direction and supervision of youth, staff & volunteers, coordination of funding streams, community partners, school districts & adherence to grant guidelines, licensing requirements and implementation of program policies and procedures. Collaboration with the Regional Director to align program development and regional service delivery for Walla Walla services. Must be available to work after hours and participate in on-call rotation. Provide oversight of Loft operations according to licensing regulations [WAC 110-145-1425] which includes (but not limited to) the following:Managing the financial and administrative operations of the programEnsuring that the program complies with the licensing rules for Group Care Facilities and all applicable contractual, staffing, safety mandates.Assuming responsibility for the safety of the children in the Loft and providing support to the Loft Program Manager to ensure we are in compliance with licensing requirements.Maintain personnel files according to WAC 110-145-1510 for The Loft and The Spark.Work directly with case managers/placement & liaison specialist to ensure that each youths case record and plan of care meet WAC 110-145-1520 guidelines and Commerce/HOPE Center guidelines 5.7 for The Loft and The Spark according to contract requirements.Oversee staff training, adhering to Commerce/HOPE Center guidelines 4.6.3 & Group Home WAC 110-145-1490 and 1495 requirements, which includes, but not limited to:Positive Youth DevelopmentTrauma Informed ServicesHarm ReductionMental Health First AidMotivational InterviewingCulturally ResponsivenessProvide supervision that promotes effective staff performance in carrying out shift responsibilities in a competent and professional mannerMeet supervision requirements according to WAC 110-145-1440 | Commerce/HOPE Center guidelines 4.6Work to ensure that on and off-site trauma informed services are provided for Youth and Young Adults at The Loft and The Spark, which focus on family reconciliation, obtaining safe and stable housing, promotion of social and emotional wellbeing, education and employment, permanent connections & aftercare supports.Work with case managers to provide information and referrals as needed and link youth with community resources and to improve coordination between community agencies and program participants.Provide oversight for youth and young adults, and staff to ensure that policies and procedures for the Walla Walla Youth programs are being followed.Support the on-going administration of the Host Homes program in the Walla Walla Regionimplementing best-practices and adhering to all funding guidelines/mandates.Manage and coordinate The Spark, a resource center for youth under 24 years old, triaging community resources and on-site support services ensuring contract requirements are followed.Be available on-call/after hours on a rotating basis to mitigate emergent situations.Oversee implementation of strategic goals and action plans for Walla Walla Youth services-- developing goals and action plans to implement the programs in coordination with the Director of Walla Walla Regional ServicesPrepare and implement program budgets, as well as manage expenses and revenue streams to ensure adherence to Board-approved budget categories.Work in partnership with Director of Walla Walla Regional Services to:Track and reconcile grant spend downs and ensure that all funding sources adhere to reporting timelines.Partner with CCEW Grants team to identify and complete submissions to government and private organizations for funding to support Loft operations.Coordinate with Director of Walla Walla Regional Services and CCEW Finance Department to ensure appropriate monthly submission to Commerce and other funding sources for reimbursement of allowable costs.Identify, application, oversight and reporting for funding that comes from both public and private sources--including overseeing extensive grant tracking and spend down processes to ensure funding sources are spent-out according to funding guidelines and timelines.For sub-grantee partners of multi-partner grants: assist in the establishment of MOUs, helping to ensure readiness of partners to implement program guidelines, provide ongoing oversight and monitoring to ensure compliance and work with funders to provide ongoing quality improvement to the program design.Develop and sustain successful working relationships with community partners to enhance the effectiveness and scope of housing and service opportunities available to families served by WW Youth services.Develop and implement a budget based on data regarding cost per client served, benchmarking against like facilities in the region.Oversee HMIS in accordance with Commerce/HOPE Center/HUD guidelines and other relevant funder & database records to ensure that records are accurate and up to date.Work in partnership with Director of Walla Walla Regional Services on data quality reviews & metrics.Provide clear, concise and empathetic information in all written and verbal communication interactions and ensure that youth voice is incorporated into design, development, and implementation of youth services.Conduct outreach and act as a liaison, with other community agencies and collaborative efforts, such as the Community for Functional Zero, to support community goals and system-driven compliance mandates. Explore, in coordination with the Director of Walla Walla Regional Services, opportunities for Walla Walla Youth services to meet unmet needs within the community.Act as the residential manager of The Loft shelterpartnering with the Loft Program Manger to fulfill all duties associated with building management including, but not limited to, serving as a liaison with the building landlord and coordinating all maintenance and necessary repairs.Uses appropriate administrative, fiscal, physical, and technical safeguards to ensure theconfidentiality,integrity, and security of CCEW client protected health information (PHI), per regulations outlined in the Health Insurance Portability and Accountability Act of 1996 (HIPAA).Will regularly utilize all forms of communication (email, text, phone, etc.) and database practices necessary for this position and as directed by supervisor.Adhere to an environment that fosters direct communication and a strengths-based approach to service delivery.Perform related functions, including advocacy, to support the mission of Catholic Charities.Adheres to the tenets of Catholic Social Teaching and Catholic Doctrine. Education/Experience: To perform this job successfully, an individual must have:a masters degree in social services or a closely related field from an accredited school and one year of experience working with children or youth; ORA bachelor's degree in social services or a closely related field from an accredited school and two years of experience working with children or youth.Successful experience with similar duties and responsibilities for staff supervision, administrative oversite, program and fiscal management of an agency.Demonstrated leadership, administrative and interpersonal skillsMinimum three years of successful supervisory experience in leadership settings preferred.Strong understanding of and commitment to social teachings of the Catholic Church.Extensive Working knowledge of Microsoft office productsKnowledge of community resources and the ability to successfully execute appropriate referralsExtensive experience implementing person-centered, housing-first, low barrier servicessupporting unhoused youth.Experience managing complex grants and budget/fiduciary oversightleveraging multiple funding sources to support program operations.Minimum three years experience in grant writing.Knowledge of basic fundraising techniques and strategies.Knowledge of research techniques for fundraising prospect research.Proficiency in navigating multiple database management software platforms.Superior writing skills and demonstrated experience developing proposals and budgets.Strong communication and interpersonal skills.Strong ethical framework and ability to responsibly handle confidential information.Ability to make critical judgment calls in a variety of situations.Collegial team player able to work well with diverse internal and external constituencies.Excellent organizational skills and attention to detail.Strong analytical skills and experience working with project budgets and financial reports.Ability to work independently and nimbly manage multiple deadlines.
