Program/Project Manager - On site/Hybrid
Position Overview
The Program/Project Manager serves as a mandatory Key Personnel role responsible for providing comprehensive project management, application administration, and executive-level leadership. This role provides day-to-day operational management and strategic oversight across the enterprise technology ecosystem, managing multi-task IT project initiatives spanning operations, maintenance, minor enhancements, and major modernization/cloud migration workstreams.
The position requires regular on-site presence at the client facilities in Washington, DC, as coordinated by the Government.
Core Responsibilities
Planning & Execution: Develop and maintain a detailed Project Work Plan (PWP), defining project plans, requirements, technical approaches, timelines, and resource allocations.
- Team Supervision: Supervise, track, and manage technical and administrative personnel to guarantee strict adherence to cost, schedule, and performance requirements.
- Quality & Configuration Control: Ensure software development quality controls meet industry and Government standards. Work closely with government project managers to define priorities, configuration management, and risk management plans.
- Stakeholder Coordination: Interface with client leadership and mission partners to handle day-to-day operations, research program support activities, and coordinate server maintenance schedules or system upgrades.
- Meeting Management: Attend regularly scheduled status and stakeholder meetings. Document meeting discussions and provide formalized meeting minutes to the COR/PM within two (2) business days.
Operations, Maintenance, and Enhancements Oversight
- Oversee continuous operations, end-user support, and minor development enhancements (tasks<40 hours) across the Microsoft 365 cloud ecosystem, custom applications, and web environments.
- Root-Cause Analysis: Ensure all system-level issues are properly documented with comprehensive root-cause analysis and definitive corrective actions.
- Modernization & Migration (CLIN 0003): Manage large-scale development efforts, major enhancements (tasks$
Reporting, Compliance & Financial Governance
- Status Reporting: Provide a written weekly status report and run status meetings reviewing completed actions, delayed milestones, upcoming plans, and risk/mitigation strategies.
- Monthly Status Reports (MSR): Author and submit formal Monthly Status Reports containing executive summaries, active risk/issue logs with disposition actions, project phase health indicators (Red/Yellow/Green), and operational performance metrics.
- Financial Dashboards: Deliver concurrent Monthly Financial Dashboards tracking planned vs. actual expenditures by CLIN and task, including detailed variance analysis for any deviation exceeding 10%.
- Security & Compliance Safeguards: Oversee security compliance support in accordance with federal mandates (FISMA Medium/High, NIST SP 800-53, Zero Trust Architecture, Section 508 accessibility). Ensure timely remediation of vulnerabilities and coordinate Authority to Operate (ATO) and Plan of Action and Milestones (POA&M) tracking.
Required Technical Qualifications & Experience
- Minimum Experience:

- Active Project Management Professional (PMP) certification from PMI.
- Minimum of 10 to 12 years of experience in program management, complex multi-task IT projects, and executive-level client engagement.
- Minimum of 5 years of experience leading software development, architecture, or modernization initiatives within cloud environments.
- Education: Bachelor’s Degree from an accredited institution.
- Methodologies: Proficient in managing full-lifecycle enterprise application support using Agile delivery frameworks and DevSecOps practices.
- Technology Stack Exposure: Familiarity managing programs centered around:

- Microsoft 365 Enterprise environments (SharePoint Online, Teams, Power Platform, Dataverse, Dynamics).
- Azure Government Cloud infrastructures (GCC Medium preferred) and custom .NET/C# web applications.
- Open-source stacks, database systems (SQL Server, PostgreSQL), and AWS workloads.
- Regulatory & Security Frameworks: Comprehensive knowledge of federal IT governance, including FISMA compliance, ATO processes, CISA directives, and NARA/OMB enterprise records management mandates.
Security & Clearance Requirements
- Background Investigation: Must hold or be eligible to obtain a Tier 2 (Moderate Risk Public Trust) background investigation clearance prior to onboarding.
- Credential Control: Responsible for ensuring the team maintains absolute protection of all client information and strictly safeguards all government-issued access credentials (PIV cards, facility badges).
