The Downtown Partnership of Baltimore (DPOB) strives to make Downtown a destination of choice for living, working, visiting, and investing. We are the connection to everything happening in the state’s largest business center, cultural district, and fastest-growing neighborhoods. We are the center of it all. We also oversee the Downtown Management Authority (DMA), Baltimore’s oldest and largest business improvement district (BID). DPOB's programs – including uniformed operations teams of Downtown Baltimore Guides, Clean Sweep Ambassadors, and Park Stewards – make the 106-block downtown district more attractive, vibrant, and hospitable.

We are seeking a dedicated Homeless Outreach Manager to lead engagement efforts with individuals experiencing homelessness within a designated 106-block area of the Downtown Partnership Authority (DMA), as well as the 11th and 12th districts, in alignment with our contract with the Mayor’s Office of Homeless Services (MOHS). In this role, you will build trusted relationships with individuals in need while working closely with city outreach programs, shelters, and human services providers to connect clients to critical services and long-term support. This is a vital, community-facing position that requires compassion, coordination, and a strong understanding of local resources.

We’ll need you to

  • Engage with clients in the community to assess housing needs.
  • Assist clients with completing intake assessments, coordinated access, and other documents needed to secure shelter, services, and permanent housing.
  • Responsible for documenting all client encounters with HMIS and other data platforms as needed.
  • Distribute food, blankets, hygiene kits, and other survival items to clients as needed.
  • Collaborate with MOHS ad other partners to decrease the number of encampments.
  • Continuum of Care meetings at needed.
  • Participate in winter shelter mobilization and annual Point and time count.
  • Identify housing options and solutions for clients.
  • Identifies and coordinates training sessions for Operations Team members to better support interactions with the homeless.
  • Responsible for preparing reports to Downtown Partnership, Baltimore Homeless Services, the Planning Commission, City Council, etc. as needed.
  • Responsible for the collection, compilation, timely and accurate input into the Homeless Management Information System (HMIS).

Is This You?

  • Bachelor’s degree, preferably with an emphasis in Human Services, Public Health or Social Work.
  • Minimum of 3 years of experience with non-profit, government or public facing organization with an emphasis on community interaction and government services.
  • Experience and/or knowledge of working with a homeless population.
  • A current Maryland Drivers’ License w/Clean Driving record of 2 points or less.
  • Experience with substance abuse outreach of mental illness a plus.
  • Minimum of three years’ experience with a non-profit, government or public facing organization with an emphasis on community interaction and government services.
  • Previous experience of working as part of a team.
  • Experience tracking team information and data for reporting purposes.

Other Requirements

  • Excellent written and verbal communication skills.
  • Significant computer skills to include Microsoft Office.
  • Excellent interpersonal skills.
  • Ability to work outdoors in varying weather conditions and navigate streets, sidewalks, and hills throughout Downtown Baltimore.

Position Type/Expected Work Hours

  • This full-time position offers a compensation range of $47,843 - $60,000 per year, depending on experience and qualifications.
