Position Title: Project Manager – Health Equity Portfolio

Location: Raleigh, NC
Duration: 1 Year
Work Arrangement: Hybrid

Position Overview

The Project Manager will support the Portfolio leadership team in planning, executing, and managing critical initiatives aimed at addressing health disparities. The role focuses on strategic planning activities that empower HEP, the Office of Health Equity (OHE), and the Office of People, Culture and Belonging (OPCB) to achieve their goals within established timelines and budgets. This position requires strong leadership, excellent communication skills, and the ability to manage complex projects across various departments.

Job Specific Responsibilities

  • Operational Planning & Management:
    • Support the strategic and tactical planning, organization, and management of daily operations focused on addressing health disparities and public health priorities.
    • Develop, maintain, and implement comprehensive project/work plans, establishing milestones and deliverables in line with HEP leadership standards and timelines.
  • Stakeholder Engagement:
    • Collaborate with internal stakeholders and external clients to define project concepts and create processes that ensure successful project completion.
    • Develop and define project goals, scope, and deliverables in collaboration with senior management and stakeholders.
  • Project Coordination & Reporting:
    • Evaluate and report on project timelines to the project team and leadership.
    • Produce deliverables for every project and provide technical assistance for office-specific projects.
  • Meeting & Event Support:
    • Support Priority Meetings, including communications with HEP and DHHS staff, Secretarial Briefings, and external meetings by:
      • Planning agendas and supporting the production of materials.
      • Organizing prep meetings and managing timelines for task completion.
      • Maintaining task lists resulting from Secretarial Briefings.
  • Resource & Process Management:
    • Refine the design and support the implementation of the NCDHHS Partner Inventory and OHE Community and Partner Engagement Resource Materials (e.g., Community and Partner Engagement [CPE] Toolkit/Guide).
    • Implement continuous processes to update partner engagement lists department-wide, ensuring accuracy and eliminating duplications.
    • Support the use of communication platforms, CRM tools, and technologies to engage partners, including material development and CPE website updates.
    • Provide project management support for community and partner engagement meetings such as town halls, roundtables, and summits.
    • Align NCDHHS Health Equity Action Plans and Health Equity Advisory Team initiatives with CPE strategies.
  • Additional Responsibilities:
    • Provide implementation support for HE community and partner engagement opportunities (e.g., state-wide conferences, provider summits, roundtable stakeholder meetings).
    • Assist in maintaining and updating the Workforce Engagement Council network groups and participants.
    • Facilitate and support the development of health care access plans for each division.
    • Collaborate with project management staff, agencies, and consultants to ensure completion of plans, track KPIs, ensure compliance with MOUs, and manage deliverables.
    • Monitor project progress continuously and generate detailed scheduled reports on milestones and deliverables.
    • Advise the Deputy Secretary on policy development, implementation, evaluation, financing, and monitoring issues.
    • Coordinate with office Directors in developing operational priorities.
    • Support the implementation of informational technology projects, including the ServiceNow CRM tool.

Knowledge, Skills, and Abilities

  • Strong project management experience is preferred.
  • Ability to develop and maintain effective working relationships.
  • Exceptional time management and organizational skills.
  • Proficiency in developing, monitoring, and communicating changes to project scope, timelines, status, issues, and risks.
  • Experience in compiling, analyzing, and summarizing administrative, programmatic, and fiscal data to assess portfolio capacity.
  • Strong written and oral communication skills, including document and report development.
  • Ability to lead, supervise, and direct team efforts.
  • Proactive identification and management of complex communication challenges for internal and external audiences.
  • Creative and critical thinking in evaluating complex situations and developing solutions.
  • Proven capability to influence project direction and outcomes.
  • Ability to identify stakeholders and manage communications to achieve consensus and collaboration.
  • Innovative approach to developing and implementing solutions.
  • Broad understanding of grant administration and the financing of public health services.
  • Considerable knowledge of health program administration principles, governmental accounting, and budgeting practices.
  • Experience exercising judgment and discretion in applying a wide range of administrative policies and procedures.
  • Experience supervising and coordinating the work of professional and technical staff.

Management Preferences

  • Master’s degree in Public Administration, Business Administration, Public Health, or a related field.
  • Advanced certification, such as PMP (Project Management Professional), is preferred.
  • Three or more years of experience in project management for similar assignments.
  • Previous experience in state government, programmatic or project management roles, federal grants management, and public health programs with a liaison component.
  • Proven track record of managing all aspects of the project lifecycle.
  • Experience in strategic planning, risk management, or change management.
  • Familiarity with analytics platforms and CRM products.

Minimum Education and Experience

  • Bachelor’s degree in Business Administration, Management, Engineering, or a related field from an accredited institution.
  • At least three years of program experience related to the area of assignment, including one year of supervisory experience; or an equivalent combination of training and experience.
