Position Summary

Librium Group is seeking a Consultant (Mid-Level) – Strategy & Project Management Support to support the U.S. Government in delivering energy dominance initiatives across the Department of the Navy (DON). This role will provide project management support services for energy projects located on DIN installations and executed under Non-FAR authorities.

The Consultant will support planning, coordination, and execution of complex energy projects that enhance operational resilience, mission assurance, and long-term energy security. This position is ideal for a consultant with experience supporting federal or defense clients, managing complex workstreams, and operating in structured yet evolving environments.

This is a hybrid position, with 2–3 days per week at the Washington Navy Yard (or another site within the DC area), and additional flexibility for hybrid work.

Key ResponsibilitiesProject Management Support – Energy Dominance

  • Provide project management support services for energy projects across DON installations, including generation, distribution, storage, and resilience initiatives.

  • Support project planning, scheduling, risk management, and coordination across multiple stakeholders.

  • Track project milestones, deliverables, dependencies, and decision points to support on-time execution.

Strategy & Program Support

  • Support development of program strategies, execution frameworks, and governance structures for energy dominance initiatives.

  • Assist in evaluating delivery approaches using Non-FAR authorities, including coordination with legal, contracting, and policy stakeholders.

  • Develop options analyses and recommendations that align technical, operational, and mission requirements.

Stakeholder & Client Engagement

  • Serve as a day-to-day advisor supporting government program managers, installation leadership, and energy offices.

  • Coordinate with utilities, developers, engineering teams, and private-sector partners operating on DoN land.

  • Facilitate working groups, track action items, and support cross-functional alignment.

Reporting & Executive Communications

  • Prepare project documentation, schedules, risk registers, and decision-support materials.

  • Develop executive briefings, reports, and presentations for senior Navy and DoD leadership.

  • Translate complex technical and programmatic information into clear, actionable insights.

Continuous Improvement & Knowledge Development

  • Capture lessons learned and best practices across energy dominance projects.

  • Contribute to internal tools, templates, and knowledge products supporting PMSS delivery.

  • Support firm growth initiatives related to defense energy and national security infrastructure.

QualificationsRequired

  • Bachelor's degree in Business, Engineering, Public Policy, Energy Systems, Construction Management, or a related field.

  • 3–6 years of experience providing consulting or project management support to federal, defense, or public-sector clients.

  • Experience supporting infrastructure or energy projects, capital programs, or installation-level initiatives.

  • Strong organizational and analytical skills, including scheduling, risk tracking, and performance reporting.

  • Excellent written and verbal communication skills with experience supporting senior government stakeholders.

  • Ability to operate effectively in a regulated, mission-driven environment with evolving requirements.

Preferred

  • Experience supporting Department of Defense or Department of the Navy programs.

  • Experience at a Big 4 consulting firm (Deloitte, PwC, EY, or KPMG), particularly supporting federal or defense clients.

  • Familiarity with defense energy initiatives, installation energy planning, or resilience programs.

  • Understanding of Non-FAR contracting authorities (e.g., enhanced-use leases, OTAs, ESPCs, UESCs, or similar mechanisms).

  • Master's degree (MBA, MPP, MPA, MS, or similar) is a plus.

  • Active Secret clearance or ability to obtain one.
