Sincerus Global Solutions, Inc., seeks an experienced, highly qualified Program Operations Manager/Team lead (on-site) to provide support services for an End-Use-Monitoring (EUM) program in Ukraine. The Program Operations Manager/Team Lead will manage, lead, and be responsible for a specialized and technically proficient professional team of Ukrainian nationals who will conduct surveys/inspections of over 22,000 assets/items and will serve as a primary point of contact for the U.S. Government with full authority to act on behalf of Sincerus regarding daily operations. The Program Operations Manager will:

• Provide Operational Oversight which includes management and leadership for all personnel, equipment, and logistics necessary to perform inspections across 24 oblasts, including high-risk and conflict-adjacent areas.
• Survey/Inspection Management by coordinating and planning approximately 50 in-person and/or virtual monitoring surveys/inspections per month in coordination with INL and GoU counterparts.
• Asset Accountability by overseeing the physical count, tagging (affixing barcodes), and verification of the condition and proper use of transferred assets, along with completion of required reports.

• Experience in Property management and conducting monitoring and evaluation (M&E) activities is required (3-5 years)
• Must meet physical/medical requirements for frequent travel to remote and high-risk locations.
• Preferred prior professional experience working with or for the Ministry of the Interior, including the National Police of Ukraine, the State Border Guard Service, or the National Guard of Ukraine.
