TITLE: Director, Leadership Programs

REPORTS TO: Senior Vice President, Programs and Alumni Affairs

LOCATION: Washington, DC

POSITION SUMMARY


The Director, Leadership Programs, leads CHCIs portfolio of leadership development programs, including the Congressional Internship Program, Postgraduate Fellowship Program, Public Policy Fellowship Program, High School Program, and Latino Hill Staff Academy. The role is responsible for overseeing the strategy, execution, and evaluation across multiple programs, managing a high-performing sub-team, and engaging external stakeholders. The Director collaborates with leadership on budget planning, partner engagement, and strategic reporting, and is key in ensuring CHCI's mission is delivered with excellence.

ESSENTIAL DUTIES AND RESPONSIBILITIES


Program Leadership and Management

  • Provide oversight and management for CHCIs leadership development programs.
  • Optimize productivity across Programs sub-teams by identifying efficiencies and implementing cross-functional improvements.
  • Develop and monitor work plans for each program, assigning duties, responsibilities, and scope of authority.
  • Guide selection, onboarding/orientation, execution and evaluation of all programs.
  • Oversee program-specific budgets; provide recommendations to the Senior Vice President on strategic resource allocation.
  • Ensure effective management of participant data, ensuring accuracy and completeness in CHCIs Salesforce system.

Strategic & External Engagement

  • Advise the Senior Vice President on programmatic strategy, implementation, and performance.
  • Build and maintain strong relationships with external partners and sponsors to support CHCIs programmatic reach and sustainability.
  • Serve as a proxy for the Senior Vice President in internal and external meetings.
  • Partner with the Development team to ensure effective sponsor engagement and stewardship; contribute to grant proposals and reports.
  • Collaborate with the Senior Director of Alumni Affairs to ensure a smooth transition from program participant to engaged alum, supporting sustained alumni connection and engagement.

Curriculum Development and Facilitation

  • Work with the Director of Curriculum and Innovation to set and review learning objectives, develop program syllabi, and support evaluation tools.
  • Ensure programming reflects CHCIs curriculum pillars and emerging needs of Latino youth and young professionals.



Team Leadership

  • Lead and manage a subteam of program professionals, including direct reports and additional indirect reports and consultants.
  • Serve as an active member of the Programs Leadership Team, contributing to strategic planning and departmental decision-making.
  • Set clear subteam goals; define performance standards in collaboration with the Senior Vice President.
  • Contribute to cross-organizational events including graduations, community service initiatives, and offsite convenings.

Other Duties

  • Participate in key CHCI events, including occasional evening or weekend activities.
  • Perform other responsibilities as assigned.
  • Some travel required.


QUALIFICATIONS

Required:

  • At least 6 to 8 years of experience managing programs focused on leadership, civic engagement, or professional development.
  • Bachelors degree or equivalent work experience/expertise) in higher education, leadership development, adult learning, public policy, or a related field.
  • Demonstrated commitment to and understanding of the Latino community, with a specific focus on first-generation college students and graduates.
  • Demonstrated an understanding and embrace of cultural diversity in all its forms and be able to navigate group processes while accounting for this type of diversity.
  • Proven experience managing and developing employees effectively.
  • Experience facilitating small and large group discussions and activities.
  • Strong writing and editing skills.
  • Experience with program and project management.
  • Proven ability to make data-driven business decisions.
  • Commitment to the mission of the Congressional Hispanic Caucus Institute.

Preferred:

  • Proficiency with Microsoft Office 365 (including SharePoint)
  • Proficiency with Google Suite and web-based platforms
  • Experience working with policy organizations and/or Capitol Hill.
  • Data reporting and digital presentation skills
  • Experience with Salesforce, or CRM/donor database
  • Experience in systems and workflows for fundraising
