Job Summary
The Munitions Operations Supervisor is responsible for managing and executing all munitions operations at Schofield Barracks AFSBn-HAW under the direct supervision of the Munitions Division Manager for Westech International Inc. This position supports the U.S. Army Sustainment Command (ASC) logistics contract and requires strong leadership, technical expertise, and a comprehensive understanding of Army sustainment procedures, regulations, and policies.
The supervisor coordinates with three Ammunition Supply Points (Wheeler, Lualualei, and Pohakuloa Training Area) and military customers to ensure operational requirements are met in accordance with Army regulations, the Performance Work Statement (PWS), and company policies.
This position provides leadership and oversight of daily operations, ensuring subordinates follow established procedures and safety standards. The role is responsible for ammunition accountability and logistics, including inventory management, stock record accuracy, and oversight of receipt, storage, issue, and transportation. It enforces strict explosive safety and regulatory compliance through inspections, corrective actions, and emergency preparedness planning. The position also supervises operational activities such as packaging and loading of munitions operations. In addition, this role is responsible for training and evaluating personnel, promotes safe and efficient work environments and practices, and recommends improvements to enhance operational performance.

Physical and Work Environment Requirements:
- Daily work in an ammunition and explosive storage area is required.
- Adherence to proper lifting procedures and practices is mandatory.
- Must be able to work safely at heights.
- Must be capable of lifting up to 50+ pounds, as well as pushing, pulling, carrying, stooping, bending, squatting, climbing, and reaching.
- May need to handle hazardous materials and use personal protective equipment.
Primary Responsibilities
- Provide technical and regulatory guidance for amnesty services, including the receipt and storage of undocumented munitions.
- Assist the Munitions Manager in their absence and support directives from the Government COR, Government Ammunition Accountable Officer, or Contracting Officer.
- Oversee the safe receipt, storage, issuance, shipment, inspection, handling, inventory, and turn-in of Class V conventional ammunition.
- Plan, organize, and supervise WESTECH/ASP work assignments, ensuring proper direction and task execution.
- Ensure safe, timely, cost-effective, and environmentally compliant operations within the Ammunition Storage Area (ASA) and Ammunition Supply Point (ASP).
- Supervise tasks related to proper marking, packing, crating, and handling of munitions shipments in compliance with CFR 49, MIL-STD-129 series, and AMC regulations.
- Manage and track administrative and technical training programs for Ammunition and Explosives (AE) personnel in accordance with DA PAM 385-64, DA PAM 742-1, AR 190-11, AMC-R 350-4, HQDA & ALARACT messages, and other government-directed requirements.
- Provide daily administrative, technical, regulatory, and operational guidance to staff.
- Track and ensure completion of quarterly and annual Environmental Compliance Officer (ECO) training.
- Lead and mentor employees to support professional growth and ensure customer requirements are met.
- Provide operational guidance and government-directed support for PTA, LLL, and WASP as required.
- Process purchase requisitions for supplies and services necessary to support contract operations.
- Ensure compliance with all federal, state, and U.S. Army regulations, policies, procedures, and instructions.
- Perform additional duties as assigned.
Qualifications
- Minimum of 7 years of progressively responsible experience in Army munitions operations, supply inventory management, and customer support with military organizations.
- Ability to obtain and maintain a favorable Personnel Reliability Program (PRP) background screening and DA Form 7708.
- Possession of a valid state driver’s license.
- Strong interpersonal, verbal, and written communication skills, including the ability to deliver clear presentations.
- Proven ability to organize, prioritize, and manage multiple tasks effectively.
- Demonstrated ability to identify issues, recommend solutions, and implement improvements in accordance with applicable standards, policies, and regulations.
- Proficiency in the use of hand tools, AIT systems, powered equipment, and material handling equipment.
- Strong proficiency with Microsoft Office applications.
- Must successfully complete and maintain required ammunition certifications, including AMMO 10, AMMO 31, AMMO 45, AMMO 54, AMMO 63, AMMO 64, AMMO 67, AMMO 68, AMMO 75, AMMO 76, AMMO 78, AMMO 97, AMMO 107, and AMMO 112.
- Must have experience or familiarity working with the Total Ammunition Management Information System (TAMIS) or the Standard Army Ammunition System – Modernized (SAAS-MOD).
- Ability to work overtime and support cross-utilization in other job areas as needed to meet mission requirements.
