POSITION DESCRIPTION

TITLE: EMPLOYEE RELATIONS REPRESENTATIVE

PURPOSE:

UPEA was founded in 1959 and is Utah’s largest public employee labor organization.

DUTIES AND RESPONSIBILITIES:

Make personal contacts with public employees; answer questions and concerns; work with other staff members in the coordination of membership drives; enlist and recruit new members.

Create and establish a worksite presence; assist other staff members in creating recruitment opportunities; maintain a calendar of district meetings; visit each work site, in each assigned district on a regular rotating basis; assist in developing a master calendar identifying work site visits.

Coordinate grassroots organization activities; assist in developing and maintaining a viable and active district in each assigned area; maintain personal contact with members and non-members to recruit and act as a referral source to district officers; provide information and assist in training at the district level; act as a resource to members to explain legislative and lobbying programs of the Association.

Receive problems and concerns from members; investigate problems to determine facts. Present requests of members concerning work rules, wages, benefits, and working conditions at meetings with supervisors, elected officials, governing bodies, advisory and policy making boards, and top-level administrators with the purpose of persuading, negotiating, defending, and settling issues.

Receive grievances from members; advise members on roles and procedures to be followed with the grievance process; research and provide data for grievance situations.

Represent members at meetings by serving as an employee advocate before supervisors, appointed and/or elected officials, and other involved parties in an informal, non-administrative grievance capacity; assist members in completing forms and reports which implement grievance procedures.

Perform membership development and maintenance; assist districts with the organizational development of leadership and membership; plan, organize, and conduct workshops, conferences, and meetings.

Assist in lobbying officials for annual compensation packages; attend meetings regarding state and/or local employee concerns; assist in negotiating annual salary and benefit packages.

Assist and attend legislative sessions, legislative interim sessions, and legislative special sessions to represent and promote the interests of UPEA.

Coordinate member activities; disseminate information regarding activities through presentations and brochures; conduct district business meetings; attend benefit fairs, flu shot clinics, and other events sponsored for public employees.

Attends UPEA Board of Directors meetings, provides support and attends assigned internal committee meetings, some of which are held outside of regular work hours and may necessitate a work schedule adjustment.

Write articles for publication in UPEA’s newspaper, pamphlets, and internal publications.

Perform related duties as required. May require in-state travel.

EXPERIENCE/EDUCATION:

Bachelor’s degree required in communications, business, or a related field. Three (3) years of progressively responsible related work experience or any equivalent combination of education and experience.

KNOWLEDGE, SKILLS, ABILITIES:

Knowledge of: State and/or local government organizations throughout Utah; labor relations practices and procedures; human resource strategies.

Skill in: Communication (both verbally and in writing); recruitment; analysis; development and implementation of strategies in conflict situations; negotiation.

Ability to: Recruit new members; resolve problems; investigate complex situations; increase and maintain membership levels.
