We are currently recruiting for Stock Assessment Development and Support (LEVEL 1) assistance to assist the Northeast Fisheries Science Center (NEFSC). PDB is responsible for leading the stock assessments for 50+ stocks of marine finfish and invertebrates. As part of the NRCC’s recently implemented revised stock assessment scheduling process, the NEFSC produces two (2) “tracks” of stock assessments: the research track and management track, with varying levels of complexity. Research Track Assessments may examine one or multiple stocks, or evaluate an issue or new model that could apply to many stocks. They are carried out over several years and can consider extensive changes in data, models, or stock structures and generally provide the basis for future management assessments. Management Track Assessments provide routine, scheduled, and updated advice to directly inform management actions using previously vetted methods. Under this system, PDB is required to produce 25-30 stock assessment products annually under both tracks to provide stock status and advice to our fishery management partners. Production of these stock assessments requires using existing data systems and software as well as development components of stock assessments including data preparation and analysis of commercial and recreational catch and discard data, fishery independent survey data, age, growth and reproductive data, observer data, cooperative research, and other independent studies. Final assessment results are presented and discussed with a peer review panel and summarized in stock assessment reports.

This will be a full-time position. Work will be performed at the NEFSC Facility or via remote offsite location as pre-approved by the Contracting Officer’s Representative (COR) and Project Lead. The contract has a one-year base period and will have up to four (4) 12-month option periods.

Duties:

  1. Develop stock assessment plans that are responsive to the assessment Terms of Reference.
  2. Present stock assessment plans to oversight panels and adjust plans based on feedback received.
  3. Perform analyses of available input data including commercial and recreational landings and discards, fishery independent data, and available biological data (age, growth, maturation, reproduction, stock identification, etc.).
  4. Generate draft summary working papers of stock assessments that describe data inputs, analyses and resulting estimates and their uncertainty that are responsive to the Terms of Reference.
  5. Participate in stock assessment working groups, presenting project results and contributing to the evaluation of products produced by other working group members.
  6. Present results of stock assessments to Peer Review panels and address questions concerning methodologies utilized and results.
  7. Draft a final report that summarizes the stock assessment and incorporates recommendations made by the peer review panel.
  8. Support the production and delivery of science advice to support resource management activities
  9. Perform At Sea activities to include designing/modifying survey tracks, Habcam camera calibration, image processing and annotations, documentation of technical details of survey plan and data collection during survey, prepare and evaluate samples, and assist staff with Habcam activities.

Minimum Qualifications:

  • Bachelor’s degree in fisheries, quantitative ecology, database management or similar field (Level 1)
  • Experience with analyzing and summarizing fisheries data. (Level 1)
  • Experience with presenting stock assessment results to a variety of audiences
    • Demonstrated proficiency for the following skill sets:
    • Project management for complex and technical scientific programs.
    • Coordinating and leading diverse project teams to develop, improve, and achieve program goals.
    • Communication both verbally and using written materials (including visual presentation) with a variety of audiences including technical, scientific, and non-scientific.
    • Working independently with strong time management skills.
    • Adaptability to quickly changing priorities.
    • Attention to detail.

Salary range is $67,000 - $77,000 annually, dependent upon experience.
