Position overview

The Payroll Supervisor is responsible for the supervision and coordination of payroll and certified payroll processing to ensure weekly payroll and reporting are completed in a timely, accurate, and compliant manner.

Primary Responsibilities

Leadership

  • Be a leader in the development, maintenance, and implementation of payroll procedures, policies, and systems
  • Liaise with managers to resolve discrepancies regarding overtime, shift differentials, or absences (paid/unpaid)
  • Supervise and support a payroll staff of six employees
  • Provide coaching, training, and development opportunities; address performance issues as appropriate
  • Work with management to resolve escalated issues
  • Analyze payroll processes and controls, identify efficiencies, drive change, and manage priorities
  • Partner with IT to optimize system functionality and improve automation opportunities

Payroll

  • Ensure all payrolls run on schedule
  • Audit payroll reports to confirm accuracy before finalization; audit payroll register after processing
  • Cross-train as a backup to process weekly payroll and related items
  • Ensure timely and accurate preparation, verification, and submission of certified payroll reports to government agencies using various platforms
  • Verify hours, tax withholdings, deductions, bonuses, union fringes, shift differentials, and other incentives
  • Assist with monthly union reporting and audits
  • Collaborate with other departments to ensure accuracy and seamless data flow

Compliance

  • Set up and administer the payroll system including new pay/benefit codes, taxability, and system mapping
  • Research and implement payroll-related legislation and compliance updates
  • Ensure compliance with federal, state, and local wage laws, including prevailing wage rates, union rules, and contract requirements (e.g., Davis-Bacon Act)
  • Assist in managing and maintaining payroll guidelines by writing and updating procedures
  • Coordinate year-end payroll processes
  • Maintain confidentiality of payroll operations and employee information

Qualifications

  • Understanding of union/non-union payroll
  • Flexibility to effectively manage changing priorities and timelines
  • Proven time management and follow-through skills with ability to handle multiple tasks under tight deadlines
  • A trusted advisor who demonstrates active listening and considers company-wide impacts of decisions
  • Strong knowledge of payroll accounting, audits, labor compliance, and reconciliations
  • Proven team leader with ability to develop and supervise staff to achieve individual and team goals
  • Current knowledge of applicable federal and state wage and hour laws and taxation
  • Excellent communication and organizational skills with ability to build strong relationships
  • Ability to work both independently and collaboratively in a team environment
  • Ability to handle multiple priorities in a high-volume, fast-paced setting
  • Strong written and verbal communication skills with effective listening ability
  • Professional demeanor with well-developed interpersonal skills to work with diverse personnel

Education and/ or Experience

  • Minimum of 5 years of supervisory experience in payroll and certified payroll
  • Previous payroll experience in a multi-state, multi-company high-volume environment (CA experience preferred)
  • Experience managing and documenting payroll controls for compliance
  • College degree in Business Management or related field preferred
  • Experience with state and federal tax agencies to open/close/update accounts
  • Construction payroll and union fringe reporting experience preferred
  • Experience with Paychex payroll software
  • Strong Excel skills (VLOOKUP, Pivot Tables) and proficiency with Microsoft Word
  • Professional payroll certification (CPP or FPC) preferred
