JOB SUMMARY: The Director of Nursing (DoN) provides strategic leadership and oversight for all nursing and clinical support services across BestCare Treatment Services programs. This position ensures the delivery of high-quality, trauma-informed, patient-centered care that aligns with BestCare’s mission, organizational policies, and applicable regulatory standards, including the Oregon Administrative Rules (OARs), Oregon State Board of Nursing, CARF, OSHA, HIPAA, and DEA requirements. The DoN collaborates with multidisciplinary teams to promote safe, effective, and therapeutic environments supporting recovery and wellness across inpatient, withdrawal management, and outpatient settings, including Community Mental Health Programs (CMHP) and Certified Community Behavioral Health Clinics (CCBHC). The DoN directly supervises nursing supervisors, registered nurses (RNs), licensed practical nurses (LPNs), and medical assistants, with site-level nursing supervisors reporting directly to this position.
ESSENTIAL FUNCTIONS:
Leadership and Administration:
- Plans, organizes, and directs all non-physician medical operations across inpatient, withdrawal management, and outpatient programs;
- Develops, implements, and monitors nursing policies, procedures, competencies, and standards of care consistent with evidence-based practices and regulatory requirements;
- Participates in organizational strategic planning and management meetings to represent nursing perspectives in system-wide initiatives;
- Supervises and evaluates nursing managers, RNs, LPNs, and medical assistants, fostering professional growth and accountability;
- Takes weekly on-call coverage on a rotating schedule as assigned;
- Ensures that policies and procedures are current, comprehensive, and relevant to all aspects of nursing care and scope of practice.
Clinical Oversight:
- Defines and oversees the roles and scopes of practice for nurses and medical assistants in collaboration with medical and clinical leadership;
- Provides direct oversight to nursing supervisors and nursing staff in various programs (residential, withdrawal management, CMHP, CCBHC);
- Partners with the Addiction Medicine Clinic Medical Director to support nurses and medical assistants assigned to that program;
- Conducts regular audits of clinical documentation to ensure accuracy, timeliness, and compliance with regulatory and organizational standards;
- Oversees the Medication Administration Record (MAR) and medication management practices across all sites; conduct medication audits and competency training;
- Collaborates with nursing supervisors to ensure safe, effective, and appropriate delivery of nursing care.
Regulatory Compliance/Quality Assurance:
- Maintains high standards of patient care and ensure all nursing operations comply with CARF, OHA, CMS, DEA, and state/federal requirements;
- Analyzes incident reports, quality indicators, and patient safety data to identify trends, root causes, and improvement opportunities;
- Partners with Compliance, Quality, HR, and Clinical Leadership to support accreditation, licensing, and clinical compliance reviews;
- Collaborates with the Chief Medical Officer (CMO) on controlled substance management and DEA compliance;
- Ensures medication practices align with BestCare’s approved formulary and infection control policies are current and consistently implemented;
- Leads nursing participation in Continuous Quality Improvement (CQI) efforts, including audits, peer reviews, and competency evaluations;
- Serves as a member of the Quality and Compliance Committee, providing nursing-related data and recommendations for system-wide improvement.
Safety:
- Participates in and provides leadership to the Health and Safety Committee, designating nursing representatives across program sites;
- Leads development and implementation of safety and infection control training (OSHA, bloodborne pathogens, hazardous waste, PPE, N95 fit testing, etc.);
- Monitors site readiness and ensure adequate availability of emergency and safety supplies (e.g., naloxone, PPE, first-aid kits);
- Collaborates with facilities and leadership to maintain safe, trauma-informed care environments and emergency preparedness procedures;
- Supports post-incident reviews and corrective actions as part of the organization’s risk management process.
Education and Staff development:
- Develops and maintains an agency-wide training plan for all nursing and medical support roles;
- Establishes and tracks clinical competencies for nurses and medical assistants;
- Participates in recruitment, onboarding, and orientation of nursing staff;
- Provides ongoing professional development, performance evaluations, and competency assessments;
- Coordinates & facilitates CPR/BLS certification and ensure compliance with mandatory trainings;
- Offers ad hoc education for interdisciplinary teams on clinical and regulatory topics.
Management:
- Oversees staff performance evaluations, improvement plans, and ongoing professional development;
- Ensures adequate nurse staffing, scheduling, and coverage across all programs;
- Demonstrates working knowledge of behavioral health and medical billing practices relevant to nursing;
- Supports billing and credentialing teams to ensure appropriate documentation and coding practices;
- Tracks licensure, immunizations, and required health clearances for all nursing personnel;
- Monitors and reports key performance metrics and budgetary data related to nursing operations;
- Maintains a respiratory protection program and ensure PPE fit testing compliance;
- Provides occasional clinical coverage during critical staffing needs.

REQUIRED COMPETENCIES: Must have demonstrated competency or ability to attain competency for each of the following within a reasonable period:
- Knowledge and competence in the treatment of the disease of addiction and dual diagnosis;
- Knowledge and ability to ensure a safe and clean working environment complying with Oregon OSHA, BestCare Treatment Services Policies and Procedures, Oregon Administrative Rules, and the RN Scope of Practice;
- Demonstrated clinical expertise in addiction medicine and co-occurring disorders;
- Knowledge of nursing scope of practice, OARs, OSHA, and infection control standards;
- Strong leadership, coaching, and performance management skills;
- Excellent verbal and written communication skills;
- Ability to work effectively within multidisciplinary teams;
- Proficiency in MS Office 365, EHR systems, and virtual collaboration tools;
- High attention to detail, time management, critical thinking, and problem-solving;
- Ability to manage conflict, ensure staff safety, and uphold professional boundaries;
- Commitment to cultural humility, equity, and trauma-informed care principles.
Requirements:
QUALIFICATIONS:
EDUCATION AND/OR EXPERIENCE:
- Bachelor’s Degree in Nursing (BSN) required.
- Minimum of 5 years of clinical nursing experience.
- At least 5 years in addiction treatment, detoxification, or dual-diagnosis care.
- Minimum of 2 years of successful program operations and staff supervision experience.
- Experience with co-occurring disorder care and integrated behavioral health preferred.
LICENSES AND CERTIFICATIONS:
- Current RN license with Oregon Board of Nursing
- Must maintain a valid Oregon Driver License or ability to obtain one upon hire, and be insurable under the organization’s auto liability coverage policy (minimum 21 years of age and with no Type A violations in the past 3 years, or three (3) or more Type B violations) and must have a reliable vehicle with adequate insurance to travel as needed
PREFERRED:
- Master’s degree in Nursing is strongly preferred
- Bilingual in English/Spanish strongly preferred
- CARN certification strongly preferred
