Job Title: Senior Construction Cost Estimator – MEP/Heavy Civil / Infrastructure Projects Company: CMCOM (Certified MBE/DBE Construction Management Firm) Location: New York
Job Type: Full-Time Salary: $140,000 - $200,000


Position Summary


CMCOM is seeking a Cost Estimator to provide estimating services on a permanent and on-call basis for City and State capital projects. The Estimator will perform independent cost verifications for new capital needs and change orders, while also serving in an advisory capacity. This includes providing staff training, developing estimating protocols, and supporting institutional best practices.
Key duties include:


• Review and validate cost estimates and budgets for planning, design, and construction phases.
• Analyze change orders and assess pricing through documentation, benchmarks, and site conditions.
• Conduct comparative cost analyses across project types.
• Maintain estimating tools: templates, pricing databases, and glossaries.
• Deliver in-person and virtual training on estimating methods, market trends, and lessons learned.
• Provide advisory support on market conditions, escalation, and risk.
• Perform reviews of estimates and change orders at all stages of project development.
• Familiarity with the NYC Office of Management and Budget (OMB) and other public agencies is preferred.


Key Responsibilities
• Validate project budgets and cost estimates at all phases.
• Review change orders using contract documents, benchmarks, and site observations.
• Evaluate scopes of work and perform cross-project cost comparisons.
• Maintain estimating templates, databases, and terminology resources.
• Deliver training on estimating practices and industry trends.
• Provide advisory input on market conditions and cost risks.
• Contribute to risk analysis and standard estimating procedures.
• Support knowledge transfer through documentation and training follow-ups.


Required Qualifications
• Experience in cost estimating with emphasis on public sector capital projects.
• Experience with large-scale infrastructure projects (bridges, utilities, facilities preferred).
• Demonstrated ability to deliver training sessions and create manuals or cost-related documentation.
• Familiarity with NYC agency budgeting, capital project workflows, and change order protocols.
• Ability to perform an independent review of estimates with minimal oversight.


Preferred Qualifications
• Master’s Degree or certification such as AACE Certified Estimating Professional (CEP), ASPE Certified Professional Estimator (CPE), or PMP.
• Experience with CM-at-Risk, Design-Build, and Lump Sum project delivery methods.
• Familiarity with federal and local compliance standards (Davis-Bacon, HUD, FEMA PA, Buy America, NYSDOT MURK, PLAFAP).
• Knowledge of NYC Local Law 11 and public works construction code.
