Job Title: Scaffold & Soft Crafts Coordinator
Reports To: Capital Construction & Maintenance Supervisor

Position Overview

The Scaffold & Soft Crafts Coordinator is responsible for the safe installation and coordination of scaffold and soft craft activities at the Billings Refinery. This role ensures efficient execution of tasks, prioritization of projects, and compliance with safety and industry standards.

Key Responsibilities

  • Coordinate workforce for scaffold and soft crafts contractors, ensuring alignment with project priorities and schedules.
  • Act as the primary point of contact for construction-related manpower and priority conflicts, serving as a liaison between contractors, project managers, engineers, and supervisors.
  • Manage and address all change orders promptly in collaboration with the project engineer or project manager.
  • Ensure contractor adherence to sound construction and safety practices, including refinery Safe Work Practices (SWPs).
  • Collaborate with the client to coordinate scaffold and soft craft work for capital projects and maintenance to ensure timely and efficient completion.
  • Monitor project progress, provide regular updates to project managers, and attend daily maintenance team meetings.
  • Track and address field construction costs, providing cost variance reports to project controllers and managers.
  • Verify the correct assignment of project or maintenance charge numbers for contractor work.
  • Ensure all construction activities comply with industry standards and Billings Refinery preferences.
  • Work closely with plant engineers and designers to balance contractor manpower across current and future projects.
  • Assist contractors with bulk material orders and coordination to facilitate seamless execution of tasks.
  • Support engineering staff with field activities crucial to project timelines.
  • Provide practical construction insights to engineering and design teams.
  • Participate in project and construction meetings as required.
  • Ensure contractors adhere to robust QA/QC practices, meeting client expectations and proper documentation standards.

Critical Skills & Leadership Criteria

Technical Skills:

  • Experience managing both large and small-scale projects.
  • Comprehensive knowledge of refining systems and industry standards.
  • Proficiency in software applications, including Excel, word processors, email systems, and Bluebeam.
  • Extensive field construction experience, working closely with contractors and personnel.
  • Strong commitment to safety and the ability to promote safe practices among colleagues.
  • Effective collaboration with engineers, designers, and craft personnel.
  • Understanding of cost control, forecasting, and variance management.
  • Familiarity with scheduling activities and forecasting timelines.
  • Experience in labor management, manpower logistics, and issue resolution.
  • Knowledge of construction procurement, material handling, and fabrication processes.
  • In-depth understanding of refinery operations, OSHA regulations, and construction industry safety practices.
  • Basic familiarity with refining processes, equipment, and systems.
  • Expertise in engineered scaffolds and internal scaffold builds.

Leadership Skills:

  • Ability to develop and manage a construction schedule with properly coordinated manpower.
  • Strong interpersonal skills to influence and direct construction personnel effectively.
  • Commitment to safety, quality, and efficiency, with safety as the top priority.
