Primary Title: Vice President of Procurement (Top-performing standardized title for 'VP of Purchasing')
About the Opportunity
We are a specialist player in dry-utility infrastructure—serving telecommunications, energy distribution, and civil construction projects across the USA. This senior procurement leadership role is hybrid (USA) and focuses on building a high-performing, cost-efficient supply chain and vendor ecosystem that supports large-scale CAPEX and OPEX projects.
Role Responsibilities
- Lead end-to-end procurement strategy for materials, equipment, and subcontracted services across nation-wide dry-utility projects—drive cost, quality and delivery performance.
- Develop and execute strategic sourcing initiatives, including vendor selection, RFP/RFQ management, and total-cost-of-ownership analyses.
- Negotiate and finalize commercial contracts, master agreements, and SLA terms to mitigate risk and secure favourable pricing and delivery terms.
- Build, mentor, and scale a centralized procurement team; establish clear KPIs, supplier scorecards, and continuous improvement processes.
- Partner closely with Project Delivery, Engineering, Finance and Legal to align procurement plans with project schedules, budgets (CAPEX/OPEX) and compliance requirements.
- Implement procurement governance, ERP integrations, and reporting to provide real-time spend visibility, forecast accuracy, and supplier risk management.
Skills Qualifications
Must-Have
- 10+ years in procurement/purchasing with 5+ years in senior leadership (director/VP) roles—preferably in utilities, telecom, construction, or heavy industrial sectors.
- Proven track record in strategic sourcing, contract negotiation, and supplier management for CAPEX-intensive programs.
- Strong financial acumen—experience with budget management, TCO modelling, and cost-reduction initiatives that materially impact margin.
- Hands-on ERP experience (Oracle, SAP, Coupa or similar) and comfort with procurement analytics and supplier scorecards.
Preferred
- Experience with national vendor networks, logistics warehousing optimization, and sub-contractor procurement processes for utility/telecom builds.
- Relevant certifications (CPM, CSCP, CPSM) or strong familiarity with procurement/compliance frameworks and contract law.
