Role: Senior Analyst - Material Directorate (Portfolio/Force Modernization)
POP: 12+ months
Location: National Capital Region; On-site (Pentagon in DC)
JOB SCOPE:
The Senior Analyst supports portfolio management and force modernization initiatives within the Director of Materiel (DOM). This position focuses on analyzing modernization strategies, programming resources across equipment portfolios, and ensuring synchronization of materiel capabilities with force structure requirements.
REQUIRED SKILLS:
- Bachelor's Degree required
- Secret Clearance required (TS Clearance may be required for certain portfolios)
- Minimum of eight (8) years of experience and expertise in Force Development duties
- Experience at senior levels of the Army such as HQDA, MACOMs, or Army Service Component Commands
- Strong understanding of PPBE process and POM development
- Knowledge of Army modernization strategies including Multi-Domain Operations (MDO) and National Defense Strategy (NDS)
- Experience with portfolio management and cross-functional program integration
- Proficiency in Microsoft Office applications, particularly Excel for data analysis
- Ability to extract and analyze data from AE2S-M, PROBE, cQUIP, FYDP Collaboration Tool, and other systems
- Strong analytical and communication skills
- Ability to brief senior leaders and prepare executive-level documents
PREFERRED SKILLS:
- Master's degree may substitute for one year of force development experience; PhD may substitute for two years
- Experience with Strategic Portfolio Analysis Review (SPAR) process
- Knowledge of DOTMLPF-P integration
- Experience in Army Futures Command or similar modernization organizations
- Previous experience managing multiple equipment portfolios simultaneously
- Requirements Management Certification Training (RMCT) Level-C certification
TASKS:
- Support development of investment and resourcing strategies for assigned equipment portfolios
- Provide programming data analysis for Program Objective Memorandum build, program reviews, and SPAR
- Assist with quality control of Leadership Reviews and Portfolio briefings
- Review and analyze G-3/5/7 priorities and provide recommendations for resourcing capabilities
- Conduct analyses of Army Modernization Strategy and equipment allocation plans
- Support development of Directors' Review slides and briefing materials
- Analyze impacts of changing resource levels on portfolio programs
- Track and resolve equipment shortfalls during AEMC and Army Synchronization and Resourcing Conferences (ASRCs)
- Coordinate with DOM Hardware Divisions in support of SPAR development
- Monitor assigned portfolios for compliance with Army modernization priorities (AimPoint, ReARMM, MDO)
- Assess portfolio programs for affordability, supportability, and alignment with force requirements
- Participate in FYDP Review workbook development and track decisions through the process
- Prepare briefing products and executive summaries for senior leader engagements
- Support development of Army Campaign Plan inputs related to equipment modernization
- Coordinate across portfolios to ensure synchronization of materiel solutions
- Analyze force structure changes and their impacts on equipment requirements
- Track program execution and identify risks to modernization objectives
- Support Congressional engagement and testimony preparation on portfolio programs
- All other duties as assigned by management
